Job description

The Office of Research Security at the University of Virginia seeks an Export Control / Research Security Analyst to support the University's export control and research security compliance programs. This position provides operational support for the day-to-day administration of the University's export control program by conducting initial reviews of compliance requests, assisting with regulatory determinations, maintaining compliance records, and supporting outreach to the University research community.

Working under the guidance of senior compliance staff, the Export Control / Research Security Analyst serves as a significant resource to faculty, researchers, administrators, and staff by helping facilitate compliant international research, travel, shipping, hiring, visitor activities, and global collaborations.

Experience interpreting and applying federal regulations or institutional policies is preferred. Experience with export controls is desirable but not required. The successful candidate will receive training in the University's export control and research security compliance programs.

Eligibility Requirement

Due to the nature of the duties performed, this position may require access to export-controlled information. Therefore, applicants must qualify as a U.S. Person, as defined under applicable U.S. export control regulations.

Essential Duties and Responsibilities:
  • Conduct initial reviews and triage of export control and research security requests received through the Office of Research Security.
  • Review requests involving international travel, foreign visitors, international shipments, international hiring, international collaborations, research activities, equipment, software, and technology transfers to identify potential export control or research security concerns and determine whether additional review is required.
  • Perform restricted party screening using approved screening tools and document results in accordance with University procedures.
  • Conduct preliminary reviews of proposed international collaborations, visiting scholars, foreign national activities, and sponsored research for potential regulatory or institutional compliance requirements.
  • Review international travel requests for export control considerations, including destination countries, equipment, software, research activities, and applicable sanctions.
  • Review shipments of commodities, software, biological materials, research equipment, and technical data to identify potential export control or sanctions concerns and elevate complex matters for additional review.
  • Apply established Office procedures, federal regulations, institutional policies, and internal guidance documents to identify requests requiring escalation to senior compliance personnel.
  • Maintain accurate compliance records, databases, screening documentation, electronic files, and case management records.
  • Prepare correspondence, compliance documentation, reports, metrics, and other program records.
  • Assist with the preparation of Technology Control Plans (TCPs), export documentation, certification forms, and other compliance records.
  • Support compliance monitoring activities, including periodic quality assurance reviews and internal audits.
  • Assist in the development and delivery of export control and research security training for faculty, staff, students, and other members of the University community.
  • Develop and maintain guidance documents, website content, educational materials, and communications supporting the University's research compliance programs.
  • Monitor assigned work queues to ensure timely responses and adherence to established service standards.
  • Maintain knowledge of applicable federal regulations, University policies, and emerging regulatory developments through ongoing professional development and training.
  • Perform other duties and special projects supporting the Office of Research Security as assigned.
Minimum Qualifications
  • Education: Bachelor's degree in Business Administration, Public Administration, International Affairs, Political Science, Criminal Justice, Law, Research Administration, International Business, or a related field.
  • Experience: 2+ years relevant professional experience in regulatory compliance, research administration, sponsored programs, grants administration, auditing, contracting, customs, logistics, government, military service, law enforcement, investigations, or another compliance-focused environment.

Preferred Qualifications

Experience with one or more of the following is preferred but not required:

  • Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), or Office of Foreign Assets Control (OFAC) sanctions
  • Federal regulatory compliance or research compliance
  • Research administration within a university, government agency, healthcare system, or nonprofit organization
  • International shipping, logistics, customs, or trade compliance
  • Restricted party screening or due diligence reviews
  • Sponsored programs or federal grants administration
  • Risk assessment, auditing, investigations, or regulatory review
  • Experience safeguarding confidential, proprietary, controlled, or sensitive information
  • Experience using databases, case management systems, or compliance tracking software.
  • Demonstrated interest in regulatory compliance, international research, international trade, research administration, or federal compliance programs
Physical Demands

This is primarily a sedentary job involving extensive use of desktop computers. The job does occasionally require traveling some distance to attend meetings, and programs.

Salary will be commensurate with education and experience.

This position has a term limit of 2 years with possibility of renewal dependent on department need and funding.

This position is based in Charlottesville, VA, and is eligible for a hybrid schedule, in accordance with UVA's remote work guidelines.
