Responsibilities

  • Draft, implement, and maintain Technology Control Plans (TCPs) for export-controlled research; collaborate with PIs and IT/security teams.
  • Review procurement transactions involving international shipments; perform commodity classifications and jurisdiction determinations under EAR/ITAR.
  • Maintain records of export control activities; prepare materials for audits and regulatory inquiries.
  • Support license applications and exemptions; assist in evaluating license exceptions and maintaining documentation.

Position Summary:

The Export Control Analyst supports institutional compliance with U.S. export control laws and regulations, including the Export Administration Regulations ( EAR ), the International Traffic in Arms Regulations ( ITAR ), and the Office of Foreign Assets Control ( OFAC ) sanctions programs. Reporting to the Director of Research Security and Export Controls, this position manages Restricted Party Screening ( RPS ), develops and maintains Technology Control Plans (TCPs), monitors procurements, conducts commodity classifications, and contributes to the University’s broader research security efforts. The Export Control Analyst collaborates closely with faculty, research administrators, procurement, the Office of General Counsel, Offices of Research Administration, Public Safety, and University Technology Services to ensure full compliance with all applicable federal export control requirements.

Duties And Responsibilities:
  • Manage and administer the University’s Restricted Party Screening ( RPS ) program, including screening of international collaborators, visitors, vendors, and other third parties against applicable federal denied and restricted party lists. Develop, maintain, and refine standard operating procedures for RPS workflows. Investigate and resolve potential screening matches and provide training and guidance to University personnel on RPS requirements.
  • Draft, implement, and maintain Technology Control Plans (TCPs) for research projects involving export-controlled information, technology, or items. Collaborate with principal investigators, department chairs, IT security, and Facilities Management to develop tailored TCP requirements. Conduct periodic reviews and audits of active TCPs and maintain a central repository of all TCPs and associated documentation.
  • Support the review of procurement transactions involving international shipments, deemed export risks, and the acquisition of controlled commodities, software, or technology. Perform and document commodity classifications and jurisdiction determinations ( EAR / ITAR ). Advise procurement, shipping, and receiving personnel on export control requirements and monitor evolving regulatory changes.
  • Maintain accurate and organized records of all export control and research security activities.
  • Support the Director of Research Security and Export Controls in preparing, reviewing, and submitting export license applications to BIS , DDTC , and OFAC . Assist in evaluating the applicability of license exceptions ( EAR ) and exemptions ( ITAR ). Maintain organized records of all license applications, exemption analyses, and related correspondence.
  • Prepare materials and reports for internal and external audits, regulatory inquiries, and institutional leadership briefings.
  • Contribute to the development and continuous improvement of export control policies, procedures, and compliance infrastructure.
  • Perform other duties and assist with projects as assigned.
Minimum Qualifications:
Formal Education
  • Bachelor’s degree required. Candidates possessing a high-school diploma or GED may be considered with sufficient experience in export controls and research security related positions.
Work Experience
  • Minimum 2 years of experience in export control compliance, research compliance, trade compliance, or a closely related regulatory compliance field.
Work Skills (e.g., written and verbal communication skills)
  • Excellent written and verbal communication skills, including the ability to communicate regulatory requirements clearly to non-specialist audiences. Strong analytical, organizational, and problem-solving skills. Excellent interpersonal skills with the ability to establish and maintain positive working relationships at all levels of the campus hierarchy.
Specific Job Knowledge (e.g., knowledge of principles and procedures related to field and area)
  • Demonstrated working knowledge of the Export Administration Regulations ( EAR ), International Traffic in Arms Regulations ( ITAR ), and OFAC sanctions programs. Experience conducting restricted party screening using Visual Compliance, OCR Solutions, or similar screening platforms. Strong familiarity with commodity classification processes and jurisdiction determinations under the EAR and ITAR .
Equipment Knowledge
  • Proficiency with Microsoft Office Suite, screening platforms (such as Visual Compliance), and the ability to learn and effectively utilize compliance management software and databases.
Other:
  • Ability to exercise sound independent judgment and discretion when handling sensitive or confidential information.
Preferred Qualifications:
Formal Education
  • Professional certification in export control or trade compliance (e.g., CECE from ACEP , or Export Compliance Professional ECoP® EAR / ITAR Certified).
Work Experience
  • Experience in a higher education or research institution.
  • Experience developing and implementing Technology Control Plans in a university or research laboratory environment.
  • Experience with federal sponsored research administration, including familiarity with award terms and conditions from agencies such as DoD, DOE , NSF , and NIH .
Specific Job Knowledge
  • Familiarity with NSPM -33 implementation guidance, the CHIPS and Science Act research security provisions, and related federal research security requirements. Knowledge of Controlled Unclassified Information ( CUI ) handling requirements and NIST SP 800-171 compliance frameworks.

  • Tools, machinery and equipment used: Standard office equipment including computer, telephone, printer. Compliance management software and restricted party screening platforms.
  • Environmental conditions: Standard office environment. No unusual or adverse conditions.

Salary Posting Information:

This position falls within salaried grade 16 and the range is $73,100-91,400. The final salary will be determined with consideration of several factors including the selected candidate’s qualifications, department budget availability, market data, and internal equity.
