The Role

We are looking for an Export Control Manager to build and lead Blykalla Inc's U.S. export and import control program. You will establish the processes that allow our teams to collaborate internationally and move nuclear‑related equipment, materials, software and technology across borders in compliance with applicable requirements.

Reporting directly to the CEO of Blykalla Inc, you will hold delegated export control decision authority and work in close collaboration with Blykalla AB's Export Control Manager in Sweden. Together, you will ensure a coordinated approach to export control across the two entities, with clear responsibilities and alignment between U.S. and Swedish regulatory requirements.

Export and import control are the core of your mandate. For broader regulatory matters, you will monitor requirements, coordinate engagement with regulators and support the teams responsible for technical licensing and project execution. This is a hands‑on role with the opportunity to shape how a growing international nuclear company operates.

What you’ll get to do
Own export control decisions
  • Determine regulatory jurisdiction and classify equipment, materials, software and technology, including Export Control Classification Numbers where applicable. Document the basis for decisions and define the conditions under which transfers can proceed.

  • Exercise delegated authority to approve or stop transfers within your mandate, and escape complex, novel or high‑risk matters to the CEO and legal counsel.

Build and operate the US compliance program
  • Establish policies and workflows addressing DOE 10 CFR Part 810, NRC 10 CFR Part 110, the Export Administration Regulations and applicable U.S. sanctions and customs requirements.

  • Manage authorization and license applications, reporting, notifications, renewals and compliance with approval conditions. Maintain clear records of classifications, decisions, transfers and regulatory commitments.

  • Implement restricted‑party, end‑user and end‑use screening. Deliver practical training and conduct periodic reviews, addressing gaps and coordinating responses to potential violations with leadership and counsel.

Enable international collaboration and technology access
  • Work closely with Blykalla AB's Export Control Manager to plan and coordinate compliant transfers between Blykalla Inc, Blykalla AB and partners in Sweden, other European countries and Canada. Ensure alignment between U.S., Swedish and other relevant export control requirements and authorizations, including re‑export and onward‑transfer restrictions.

  • Work with engineering, IT and HR to establish controls for foreign‑national access, technical discussions, site visits and electronic sharing of controlled information. Address deemed exports and technology transfers under the relevant regulatory framework.

  • Anticipate authorization lead times and help teams structure collaboration so that regulatory requirements are understood before work begins.

Support engineering and supply chain execution
  • Embed export and import requirements into design reviews, testing activities, supplier selection and procurement planning. Help teams understand how classifications and transfer restrictions affect project schedules.

  • Review supplier export classifications and relevant contract terms, purchase orders and shipping documentation. Coordinate with customs brokers and logistics providers on tariff classification, country of origin and import documentation.

  • Coordinate with nuclear fuel and materials transport specialists to align trade authorizations with shipment plans and the separate requirements for packaging, transport and material handling.

Coordinate broader regulatory matters
  • Monitor U.S. regulatory developments relevant to Blykalla Inc and translate them into clear guidance, assigned responsibilities and actions for the business.

  • Coordinate submissions, correspondence and follow‑up with DOE/NNSA, NRC, BIS and other relevant authorities within your remit. Support the technical and regulatory teams responsible for reactor licensing and maintain visibility of commitments and deadlines.

What You Bring
  • Hands‑on experience managing U.S. export controls, including classification, licensing, technology transfers and compliance program implementation.

  • Experience applying DOE Part 810 and/or NRC Part 110, together with a strong understanding of the EAR. Direct nuclear‑sector experience is strongly preferred.

  • Working knowledge of U.S. import and customs requirements, sanctions screening and controls relating to foreign‑national access.

  • Experience working with federal regulators and preparing clear, well‑supported submissions or regulatory correspondence.

  • Ability to understand technical information, work closely with engineers and turn regulatory requirements into practical decisions.

  • Experience building or improving compliance processes, with the judgment to prioritize risk and support a growing organization.

  • Strong written and verbal communication in English. Swedish language skills are a plus.

Additional Experience We Value
  • Experience in advanced reactors, nuclear fuel, nuclear equipment or international nuclear technology collaboration.

  • Experience coordinating U.S. and European export controls, particularly in collaboration with Swedish or other EU‑based teams.

  • Experience in a startup or another environment where you have established processes and worked directly with senior leadership.
