Job summary

US United States Fleet Forces Command seeks GS-11/12 specialists to support explosives safety and ordnance operations. Candidates will show experience with training plan certification, program oversight, and regulatory compliance across DoD/Navy safety programs.

Responsibilities include conducting analyses, maintaining SOPs, coordinating inspections (NOSSA ESI, AMAR), and applying data-driven methods to improve safety and efficiency in logistics and storage of explosives.

Qualifications

  • Experience developing and updating conventional ordnance and explosives handling qualifications and certification of standardized training plans.
  • Experience applying analytical, evaluative and trend analyses methods and techniques in explosives safety programs, industrial operations, resource allocation, controlling inventory, systems of inventory management and workplace safety in support of regulatory compliance and improvement of efficiency and effectiveness of operations.
  • Experience with the laws, regulations, policies, and precedents governing DoD, Navy explosives safety and NAVOSH Programs within NMCLANT and its twenty (20) subordinate commands to ensure regulatory compliance, safety of operations and efficient execution of FOS and industrial processes.
  • Experience with qualitative and quantitative analysis of complex FOS operations issues to include logistics, transportation methods, explosives maintenance operations and processes, repair, storage handling and efficiencies of operation and utilization, manipulation and management of data contained within the Navy's Enterprise Safety Application Management Systems (ESAMS).
  • Experience coordinating explosives safety program managerial support during higher-level inspections and audits such as NOSSA Explosives Safety Inspections (ESI) and Navy Supply Command's Ammunition Management and Accountability Review (AMAR).

Responsibilities

  • Develop and update training plans for ordnance and explosives qualifications.
  • Provide program oversight and continuous analysis of SOPs and compliance.
  • Analyze explosives safety programs using qualitative and quantitative methods.
  • Ensure regulatory compliance and safety across naval operations.
  • Support inspections and audits such as NOSSA ESI and AMAR.
