Job summary

NAVY MUNITIONS COMMAND ATLANTIC (NMCLANT) UNIT NORFOLK is seeking a Program Analyst to support administrative and programmatic decisions for its explosives safety programs. You will analyze data, review reports, and assist in directives for program development and implementation.

The role requires coordinating with NAVOSH and Explosive Safety offices, managing the qualification/certification program, and ensuring compliance with regulations while preparing graphics and presentations from raw

Qualifications

  • Specialized experience at or equivalent to GS-07 level in Federal service or equivalent.
  • Experience applying Explosive Safety Qualification and Certification program requirements.
  • Experience using analytical techniques for issue identification and resolution.
  • Experience applying regulations, instructions, and SOPs to programs.
  • Experience producing reports using naval correspondence procedures.

Responsibilities

  • Provide information for decision making on administrative and programmatic aspects of the Unit's programs.
  • Identify problems, review standards, and make recommendations for improvements.
  • Review reports and studies to ensure requirements are met and regulations are utilized.
  • Develop directives and assist in design, development, documentation and implementation of programs.
  • Manage the Unit's Explosives Safety Qualification and Certification Program.
  • Collect hours worked and tonnage moved/handled for ammunition, components and accessories.
  • Assess procedures for compliance, improve efficiency, and reduce costs.
  • Maintain training programs, schedule courses, and review qualification standards.
  • Perform inventories, inspections, audits and samples on stockpile with ACT personnel.
  • Operate a database, prepare presentations and analyze data related to explosive safety.
  • Coordinate maintenance requests for magazines and facilities and ESSA inspections.
