RMC is hiring an Explosive Ordnance Disposal (EOD) Subject Matter Expert (SME) to support our Navy customer in Indian Head, MD (Stump Neck). The selected candidate will lead resident and multi-agency teams of Intelligence and Joint Service Explosive Ordnance Disposal (JSEOD) Community, SME in the collection, disassembly, analysis, and documentation of Captured Exploitable Material (CEM).

The role requires TS/SCI eligibility and DoD TOP SECRET clearance readiness, with the ability to perform

Job description

RMC is hiring an Explosive Ordnance Disposal (EOD) Subject Matter Expert (SME) to support our Navy customer in Indian Head, MD (Stump Neck). The selected applicant will lead and organize resident and multi-agency teams of Intelligence and Joint Service Explosive Ordnance Disposal (JSEOD) Community, Subject Matter Experts (SME) in the collection, disassembly, analysis, and documentation of Captured Exploitable Material (CEM).

The selected candidate will be expected to perform the following duties:

  • Inform and monitor the operations of JSEOD and multi-agency logistical support elements to identify.
  • Manage and maintain team compliance with JSEOD and Intelligence Community, Foreign Materiel Program (FMP) objectives and conventional ordnance exploitation requirements to understand and fulfill customer requirements.
  • Collect and position (globally) foreign explosive ordnance for recovery from OCONUS locations to CONUS storage and processing stations in preparation for exploitation and countermeasures development.
  • Monitor and document compliance with policies, processes, procedures, and regulations governing explosive operations to ensure command, state, federal, and DoD regulatory requirements are met.
  • Select, guide, and participate as a member of ad hoc teams comprised of SME's developing first seen explosive ordnance exploitation reports to include Standard Operating Procedures (SOP), Munitions Data Reports (MDR), and functional exemplars of threat weapons.
  • Prepare written and oral presentations detailing complex ordnance exploitation activities to prepare comprehensive and accurate reports in various formats on short notice as required to maintain JSEOD and Intelligence Community awareness of FMP progress and developments.
  • Be a resource for others in the accurate interpretation of radiographs detailing complex foreign manufactured munitions assemblies (sensors, guidance, control, warhead, and propulsion systems) to determine specific hazards, develop exploitation procedures, and report analysis.
  • Provide advice regarding the final safety, storage, transportation and disposition authorization for captured foreign explosive ordnance in conjunction with CEM stockpile surveillance and accountability responsible for the final safety, storage, transportation and disposition authorization for captured foreign explosive ordnance in conjunction with CEM stockpile surveillance and accountability.
  • Analyze foreign ordnance sensor and firing train elements to discern nondestructive disassembly, inerting, and modification techniques required to design and facilitate accurate analysis and countermeasures development.
  • Guide JSEOD and Intelligence Community personnel in the production, use and safe application of specially adapted tools and jigs for disassembly, recovery and modification of both domestic and foreign explosive ordnance.
  • Compile discrete elements of explosive ordnance analysis; CT and two-dimensional X-ray imagery, elemental energetic and material analysis, mechanical functional analysis, and photography, together with comparative systems analysis, to produce accurately detailed ordnance exploitation reports.
  • An active DoD TOP SECRET clearance with Sensitive Compartmented Information (TS/SCI) eligibility is required to start. Applicants selected may be subject to a security investigation and must meet eligibility requirements for access to classified information.
  • The selected applicant will spend extended periods of sitting and standing at desks/workbenches, which may be required for completing the various tasks associated with laboratory work;
  • Ability to lift items that weigh over 50 pounds and perform other rigorous work, especially when working at foreign sites in all conditions of weather; and must be able to pass periodic explosive operator's physical.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $100,000 to $115,000 (annually).
