Job summary

Samsung Austin Semiconductor seeks a Regulatory Compliance Officer to support the owner’s compliance program for a major semiconductor facility. You will manage the complete lifecycle of compliance cases, tracking from identification to final resolution and closeout, coordinating with cross-functional teams.

This on-site role requires strong documentation, audit readiness, and the ability to drive corrective actions with contractors, subcontractors, and project partners across the organization

Qualifications

  • Bachelor's degree in a related field is preferred.
  • 8+ years of experience in compliance, construction administration, contracts, or related areas.
  • Experience managing corrective actions, investigations, cases, and nonconformances.
  • Strong documentation and organizational skills.
  • Experience working with contractors and subcontractors.

Responsibilities

  • Establish and maintain a centralized compliance case management system with end-to-end tracking.
  • Monitor federal, state, and local compliance requirements and update cases accordingly.
  • Coordinate contractor, general contractor, and subcontractor compliance activities to closure.
  • Develop data-driven reporting for executive leadership and audits.

Position Summary
The Regulatory Compliance Officer will support the owner's and compliance program for a major semiconductor manufacturing facility. This position will manage the complete lifecycle of compliance cases, including identification, documentation, assignment, investigation, corrective action, escalation, resolution, and closeout. This role will serve as a central coordination point between the owner's Compliance organization, Construction Management, Project Management, Subcontractors, Contracts, Project Controls, Procurement, Legal, Finance, Workforce, and other applicable project stakeholders. The position is responsible for ensuring that compliance issues are not simply identified, but are assigned to accountable parties, tracked to resolution, supported by appropriate evidence, and formally closed.
Role And Responsibilities
Here’s What You’ll Be Responsible For:
Compliance Case Management: Establish and maintain a centralized compliance case management system that receives, logs, classifies, prioritizes, assigns, and tracks compliance cases, maintains case status from initial identification through final closure, defines case‑severity classifications and escalation thresholds, monitors aging and overdue cases, identifies recurring issues and systemic trends, coordinates corrective‑action plans, verifies that required corrective actions have been completed, and preserves complete case documentation and audit trails. Federal, State, and Local Compliance: Maintain awareness of changes to compliance requirements and ensure affected cases are appropriately updated, thereby supporting administrative and contractual obligations, workforce requirements, Davis‑Bacon requirements where applicable, contractor/subcontractor requirements, reporting obligations, and documentation and evidence requirements. Contractor Compliance: Ensure contractor responses are documented, evaluated, and tracked through closure, and coordinate compliance cases involving general contractors, construction managers, subcontractors, suppliers, consultants, and other project‑execution partners. Reporting: Develop data and recurring reporting for executive leadership and other relevant stakeholders. Audit Support: Maintain case records sufficient to support internal, external, and government audits.
Skills And Qualifications
Here’s what you’ll need:
Required Qualifications
  • Bachelor's degree in Business, Construction Management, Engineering, Compliance, Finance, Legal Studies, or related discipline preferred.
  • 8+ years of experience in compliance, construction administration, contracts, project controls, quality, risk management, or a related field.
  • Experience managing corrective actions, investigations, cases, RFIs, nonconformances, or similar issue‑management processes.
  • Strong documentation and organizational skills.
  • Experience working with contractors and subcontractors.
  • Ability to manage multiple issues across a complex construction program.
  • Strong written and verbal communication skills.
  • Strong analytical and problem‑solving capability.
  • Proficiency with Microsoft Office and project/document management systems.
Preferred Qualifications
  • Experience with federally funded programs.
  • Federal construction compliance experience.
  • Davis‑Bacon/certified payroll experience.
  • Semiconductor construction experience.
  • Experience with large capital construction programs.
  • Experience with compliance management systems.
  • Experience with audit preparation.
  • Experience with Jira, Confluence, Trimble ProjectSight, and other similar software platforms.
  • Contract administration experience.

The current base salary range for this role is between $84,000 - $135,000. Individual base pay rates will depend on factors including duties, work location, education, skills, qualifications and experience. Total compensation for this position will include a competitive benefits package and may include participation in company incentive compensation programs, which are based on factors to include organizational and individual performance.
