Job summary

Samsung Austin Semiconductor is seeking a Compliance Engineer to provide technical, field, and analytical compliance assurance for a major semiconductor manufacturing facility in Texas. Qualifications

  • Bachelor's degree in Engineering, Construction Management, Architecture, Business, Compliance, or related discipline.
  • Minimum 5 years of experience in construction, engineering, compliance, quality, project controls, or related field.
  • Experience with large-scale construction projects and ability to interpret contracts, specs, drawings, and regulatory requirements.
  • Strong written and verbal communication skills and ability to work with contractors and project leadership.
  • Proficiency with Microsoft Office and project/document management systems.

  • Review federal, contractual, and project requirements and translate them into practical verification criteria.
  • Perform field compliance assessments of contractors and project execution.
  • Identify deficiencies and potential non-compliance and recommend corrective actions.

  • Maintain compliance risk registers and monitor emerging risks.

Position Summary

The Compliance Engineer will provide technical, field, and analytical compliance assurance for a major semiconductor manufacturing facility. The position will independently assess whether contractors, project management, and other applicable project stakeholders are implementing applicable federal, contractual, workforce, and project compliance requirements. This position will bridge the gap between written compliance requirements and actual construction execution, providing field verification, technical assessment, evidence validation, risk identification, and corrective‑action support. This position is an owner‑side assurance role and will work closely with Construction, Project Controls, Contracts, Procurement, Engineering, the Construction Manager, General Contractor, and subcontractors.

Role And Responsibilities
Here’s What You’ll Be Responsible For:
  • Compliance Assurance: Involves reviewing applicable federal, contractual, and project requirements, translating those requirements into practical verification criteria, performing compliance assessments of contractors and project execution, identifying deficiencies and potential non‑compliance, evaluating the severity and potential impact of identified issues, recommending corrective actions, and verifying the implementation and effectiveness of those corrective actions.
  • Field Compliance: Involves conducting field‑based assessments that cover all applicable project requirements, including contractor compliance, workforce and labor requirements, construction documentation, required postings and records, contractual obligations, compliance evidence, and project‑execution practices, while also ensuring the accuracy of documentation.
  • Labor force and Construction Oversight: Entails assessing the effectiveness of contractor compliance programs by reviewing CM/GC compliance systems, subcontractor compliance, compliance reports, contractor records, corrective actions, workforce documentation, certified‑payroll documentation where applicable, compliance training, and internal contractor audits.
  • Technical Compliance Analysis: Evaluates technical information to determine potential compliance impacts associated with design, construction, scope, procurement, contractor, schedule, material, and project‑execution strategy changes.
  • Compliance Risk: Maintain the assigned portions of the Compliance Risk Register and continuously identify emerging compliance risks, contractor performance risks, documentation gaps, regulatory risks, workforce risks, audit risks, and contractual compliance risks.
  • Audits & Assessments: Planning and conducting contractor compliance assessments, field audits, documentation audits, targeted compliance reviews, corrective‑action verification, and subsequent follow‑up assessments.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Architecture, Business, Compliance, or related discipline.
  • 5+ years of experience in construction, engineering, compliance, quality, project controls, or related field.
  • Experience working on large-scale construction projects.
  • Ability to interpret construction contracts, specifications, drawings, procedures, and regulatory requirements.
  • Strong analytical and investigative skills.
  • Ability to conduct field assessments and document findings.
  • Strong written and verbal communication skills.
  • Ability to work effectively with contractors, engineers, construction managers, and project leadership.
  • Proficiency with Microsoft Office and project/document management systems.
Preferred Qualifications
  • Experience with semiconductor manufacturing construction.
  • CHIPS Program experience.
  • Federal construction compliance experience.
  • Davis‑Bacon and certified payroll experience.
  • Experience with federally funded construction.
  • Experience with contractor compliance audits.
  • Experience with quality assurance/quality control.
  • Experience with construction project controls.
  • Experience with Jira, Confluence, Trimble ProjectSight, and other similar software platforms.
  • Professional engineering, construction, quality, or compliance certification.

The current base salary range for this role is between $95,000 - $120,000. Individual base pay rates will depend on factors including duties, work location, education, skills, qualifications and experience. Total compensation for this position will include a competitive benefits package and may include participation in company incentive compensation programs, which are based on factors to include organizational and individual performance.
