WESTERN REFINERY SERVICES, INC. seeks an Experienced Civil Estimator to identify, estimate, and secure profitable construction projects.

This role reports to the Construction Manager and collaborates with project managers, engineers, and field staff to ensure feasible, high-quality estimates and proposals. You will apply extensive civil construction knowledge, use HeavyBid/HCSS and MS Office tools, and contribute to long-term department success while supporting company growth in the Washington

Qualifications

  • Bachelor's degree or equivalent combination of education and experience.
  • Ability to read and interpret documents; write routine reports; speak before groups.
  • Experience with HCSS, MS Office, Bluebeam and general computer skills.
  • Deep knowledge of civil construction methods and estimating practices.

WRS has an immediate opening for a Experienced Civil Estimator.

Summary: The Civil Estimator reports to the Construction Manager and is responsible for identifying, estimating, and securing projects that support WRS’s growth objectives, available manpower, equipment resources, and financial targets. Demonstrates broad industry experience and the ability to work independently while developing accurate, high-quality estimates, bids, and proposals that generate profitable work and contribute to the long-term success of the construction department.

Your Responsibilities

  • Procure construction projects that align with company objectives and departmental capacity.
  • Oversee constructability of projects, ensuring feasible and efficient execution.
  • Apply comprehensive knowledge of civil construction methods to produce accurate, high-quality estimates, bids, and proposals that drive profitability for the company and construction department.
  • Collaborate with management and field supervision on means, methods, production rates, and project planning.
  • Serve as a key member of the construction department’s leadership team, delegating projects to appropriate personnel.
  • Works with project managers, project engineers, foremen, and other staff to communicate how a project has been estimated.
  • Promote teamwork and foster a collaborative work environment.
  • Work closely with project managers, superintendents, and the Construction Manager to assess department workload and future projections.
  • Proficiently utilize and maintain HeavyBid, HCSS, MS Office, BlueBeam, P6, or similar construction management software.
  • Maintain professionalism when interacting with customers, vendors, and internal staff.
  • Develop accurate, detailed estimates for construction projects, including labor, materials, equipment, and subcontractor costs.
  • Conduct take-offs from plans and specifications, ensuring completeness and accuracy.
  • Prepare and review detailed bid proposals, including narratives, schedules, inclusions/exclusions, and clarifications.
  • Analyze historical project data to improve estimating accuracy and identify trends affecting cost or schedule.
  • Coordinate with field staff, project managers, and engineers to validate assumptions, means, methods, and production rates.

Your Experience & Qualifications

Technical Expertise

  • Deep knowledge of civil construction methods, means, and materials.
  • Proficiency in estimating software (HeavyBid, HCSS) and project management tools (MS Office, BlueBeam, P6).
  • Ability to create accurate, detailed estimates, take-offs, bid proposals, and schedules.
  • Understanding of project constructability and safety requirements.

Leadership & Collaboration

  • Work closely with project managers, foremen and other staff to gather data and ensure accurate, estimates.
  • Coordinate and delegate estimating tasks as appropriate.
  • Make independent decisions regarding estimating, pricing and project feasibility.

Communication & Interpersonal Skills

  • Communicate clearly and professionally with clients, team, and management regarding estimates, assumptions and project feasibility.
  • Present bid strategies, proposals, schedules, and work plans effectively.
  • Provide constructive feedback and resolve issues related to estimating and scope.

Analytical & Strategic Thinking

  • Ability to assess project opportunities and align them with company goals, resources and capacity.
  • Analyze historical and current project date to improve estimating accuracy and identifying trends.
  • Identify risks, contingencies, and cost-saving opportunities in the process.
  • Monitor market trends, material pricing and labor availability for accurate estimates.

Qualifications

  • Education and/or Experience: Bachelor's degree (B. A.) from a four-year college or university; or four years related experience; or equivalent combination of education and experience.
  • Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and policy and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups or employees of the organization.
  • Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Computer Skills: To perform this job successfully, an individual should have experience in HCSS, MS Office, Bluebeam and general computer skills.
