PURPOSE:

The Executive Program Director has responsibility for managing and overseeing all aspects of the Mishkon I/DD (Intellectual and Developmental Disability) Division, ensuring efficiency, compliance and excellence. They provide leadership that helps the programs deliver quality care to every individual, every day. The Mishkon Division of The Jewish Board provides supports and services in a healthy and safe environment for individuals with intellectual/ developmental disabilities, both in residential programs and community settings. POSITION OVERVIEW:

Reporting to the Chief Program Officer, the Executive Program Director (EPD) has overall clinical and administrative responsibility for the I/DD (Intellectual and Developmental Disability) Service Division. The Jewish Board’s I/DD Services Division includes the agency’s I/DD OPWDD and DOH programs, including two ICFs, ten IRAs, Community Habilitation, Day Habilitation, Family Supports, and Respite in Brooklyn. The programs ensure that the home and community-based and residential services are provided in a way that meets the religious needs of the Orthodox Jewish individuals in the programs. The Divisional EPD provides leadership that results in top-of-line quality care and services, pervasive use of best practices and models, excellent client experience standards, robust and effective central business operations, fiscal viability of product lines, division-wide compliance with multiple complex regulations and requirements, and an integrated, collegial, talented and engaged workforce. The EPD provides and communicates vision and oversees execution to ensure that the agency’s I/DD services provide every client with quality care every day. The EPD develops a skilled and effective divisional leadership team and is a member of The Jewish Board’s Senior Leadership Team.

KEY ESSENTIAL FUNCTIONS:

  • Provides vision and execution to develop and provide I/DD services that meet the needs of clients in a shifting healthcare environment, recognizing the necessity of integrating business, operational and clinical standards into program design and service delivery. Articulates that vision clearly and persuasively for key stakeholders including current and potential clients, family members, staff, board members, regulators, funders, and other strategic partners in the I/DD and Jewish communities.
  • The EPD leads a comprehensive effort to ensure that individuals in I/DD programs are being provided with quality care and that the workforce and systems are optimized to produce reliable results clinically, programmatically and operationally.
  • Direct supervision of assigned staff, including the Deputy Director of Operations, ICF Deputy Director, IRA Deputy Director, Director of Clinical Services, and Director of Community Services. Provides leadership for the full divisional leadership team.
  • Provides leadership and direction to staff and develops talent. Provides guidance and oversight for all divisional hiring, compensation, evaluation, and termination processes.
  • Works with the I/DD leadership team to integrate care, coordinate with outside providers, identify and manage complex and high-risk cases, ensure health, safety and active treatment, and involve families.
  • Works with the I/DD leadership team and central agency departments to develop centralized nursing and clinical solutions and treatment that ensure consistent, effective and quality treatment to all clients.
  • Works with the I/DD leadership team to recruit, orient, train, and retain a stellar DSP (direct service professional), nursing, clinical, facilities and administrative workforce.
  • Provides strategic vision and operational execution to meet the health, safety and service needs of residential and community-based clients and their families, maximizing opportunities for independent, community integration and expression potential for clients.
  • Accountable for the overall quality of care for relevant agency programs, ensuring high clinical standards are met (as evidenced by identifiable metrics, independent program reviews, positive client outcomes and low numbers of adverse events). Assists programs in implementing evidence-based models of care to achieve defined, meaningful outcomes.
  • Accountable for the overall compliance of the programs and developing or sustaining systems that ensure compliance to regulations, standards of care, billing requirements, accreditation standards, and ethical and legal practice standards.
  • Works with other Jewish Board programs and departments, such as Psychiatry, Nursing and Facilities, within a matrix management construct to ensure operational performance and efficiencies.
  • Strong steward of agency resources as evidenced by programs meeting productivity and utilization goals and delivering financial results in line with or exceeding budget targets.
  • Develops annual budgets and performance improvement goals/timelines
  • Ensures appropriate training and supervision is provided to all staff
  • Ensures that the religious needs of the Orthodox Jewish individuals in program are met in consultation with Rabbinical consultants.
  • Ensures relationships with partners and community representatives/groups are established, developed and maintained
  • Ensures compliance with internal and external policies, procedures and regulations
  • Utilizes data to inform planning, service delivery and overall management
  • Cultivates and maintains relationships with State and regulatory bodies, as well as with Jewish Board programs/departments and community organizations, partners and coalitions
  • For the areas of service responsibility, functions as a principal representative of the agency to the community, government, coalitions, trade associations and funders in conjunction with other senior leadership of the agency.
  • Other duties as assigned by the Chief Program Officer

EDUCATIONAL/TRAINING REQUIRED:

  • Master’s degree in a relevant field required, including but not limited to an MBA, MPH, MHA, RN or clinical Master’s degree.

EXPERIENCE REQUIRED/LANGUAGE PREFERENCE:

  • Minimum of 10 years in a leadership position in an I/DD, healthcare or similar organization
  • Demonstrated track record of successfully managing delivery of health care or human services at a large scale (300+ employees)
  • Significant experience in change management with proven business and clinical results
  • Knowledge and experience with creating and maintaining systems that ensure compliance and promote quality
  • Able to analyze complex situations, develop conclusions and execute strategic interventions at the highest possible level
  • Strong communication skills
  • Proven planning, data and analytical skills
  • The ability to work effectively with all levels of staff and management
  • Familiarity with Orthodox Judaism or a strong interest in learning and developing cultural competency

Computer Skills Required:

  • Microsoft office competency, including use of spreadsheets

Work Environment / Physical Effort:

  • The work environment involves no physical risk or hazardous conditions.
  • To perform the essential functions of this job, the candidate is routinely required to sit (70% of the time) and stand (30% of the time)
  • This is a hybrid position with significant in-person work at various locations in Brooklyn
