Baltimore City is seeking a Deputy Commissioner to lead the Division of Public Behavioral Health. This senior role oversees data surveillance, prevention and harm reduction, and youth services with strong collaboration across health partners.

The position requires medical credentials (MD/DO/PsyD/PhD) and active Maryland licensure, with leadership experience in public health, policy development, and population health interventions.

Qualifications

MD/DO/PhD/PsyD or equivalent with active Maryland license
Board certification in psychiatry, addiction medicine, or related primary care/public health specialty
Experience in city/state/federal public health preferred
Experience with substance use treatment, harm reduction, or urban public health practice

Responsibilities

Provide clinical guidance and oversight across the Division of Public Behavioral Health
Collaborate with hospitals and community providers to expand access to treatment
Lead program design, evaluation, and use outcome data for quality improvement
Serve as a spokesperson to the medical community and testify on policy matters
Manage clinical programming and ensure coordination across offices
