Job summary

Baltimore City Health Department (BCHD) is seeking a Deputy Commissioner to lead the Division of Public Behavioral Health. This executive role oversees Data & Surveillance, Prevention & Harm Reduction, and Youth & Trauma Services, guiding policy, programs, and partnerships citywide.

The candidate will report to the COO, collaborate with other DPH leaders, and drive evidence-based behavioral health strategies in a complex urban environment. MD license and board certification required.

Qualifications

• MD/DO/PhD/PsyD with an active Maryland license or eligibility to obtain one.
• Board certification in psychiatry, addiction medicine, or related primary care/public health.
• Experience in city/state/federal public health and harm-reduction settings is preferred.

Responsibilities

• Provide clinical guidance and oversight across the Division's programs.
• Build partnerships with hospitals, EDs, academic partners, and community providers.
• Connect clinical expertise with surveillance data, policy, and community input.
• Lead program design, evaluation, and resource allocation using outcomes.
• Testify before city council and other bodies on behavioral health data and policy.
