Job summary

The City of Baltimore's Baltimore City Health Department seeks a Deputy Commissioner to lead the Division of Public Behavioral Health. This senior role oversees data surveillance, overdose prevention, and youth services, guiding policy and strategic initiatives to improve population health in a historically underserved urban setting.

With a MD/DO/PhD/PsyD and Maryland licensure or eligibility, you will collaborate across departments and with partners to implement evidence-based interventions,

Qualifications

• Requires MD/DO/PhD/PsyD with Maryland license or eligibility.
• Board certification in psychiatry, addiction medicine, or related field.
• Experience in public health, harm reduction, or urban settings preferred.

Responsibilities

• Strengthen clinical quality by providing clinical guidance and oversight across the Division's programs.
• Build partnerships with the health care system by collaborating with hospitals, emergency departments, academic partners, and community providers to expand access to treatment and standardize humane practices.
• Advance the public health mission by connecting clinical expertise to surveillance data, policy, and community perspectives.
• Integrate clinical expertise with organizational management to develop and implement evidence-based behavioral health interventions and policies.
• Act as a thought partner to the Health Commissioner and executive leadership on behavioral health policy and legislative recommendations.
• Lead program and intervention design and evaluation; use outcome data to guide quality improvement and resource allocation.
• Oversee and ensure coordination of clinical programming.
• Conduct evaluation, diagnosis, medication assessment, patient education, and treatment planning within licensure scope.
• Collaborate with hospitals, clinical practices, and community organizations to develop population health interventions and best practices.
