Qualifications

• Bachelor’s degree in Business Administration, Public Administration, Management, or related field; ten years in senior leadership with four years supervisory experience.
• Eight+ years senior management experience in fleet/large-scale operations; multi-asset oversight.
• Experience with multimillion-dollar budgets, contracts, and vendor management.
• Strong leadership, strategic planning, and data-driven decision-making.
• Knowledge of fleet management principles, public sector operations, sustainability goals.

Responsibilities

• Provides executive leadership, strategic direction, and operational oversight for Baltimore City’s fleet operations.
• Directs three Deputy Chiefs for Operations, Administration, and Support Services to ensure high performance.
• Establishes policies, performance metrics, and standards for efficiency, safety, and service delivery.
• Represents the Division with City leadership and external stakeholders; ensures alignment with city goals.
• Oversees emergency response readiness and 24-hour call support for critical service needs.
• Oversees maintenance, repair, fueling, and facilities management across fleet sites.
• Ensures compliance with regulations; manages fuel procurement and operations (~$11M/year).
• Leads transition to sustainable/zero-emission fleet and EV infrastructure planning.
• Manages a $75M annual budget and contracts; drives continuous improvement and workforce development.
