NYC Department of Housing Preservation and Development seeks an Assistant Commissioner of Property Management to lead the Division of Property Management and its five units, ensuring safe, compliant, and affordable City-owned housing. Qualifications

  • Bachelor's degree and strong management experience in affordable housing, property management, or related field.
  • Executive or senior leadership experience supervising multiple programs.
  • Strong knowledge of housing regulations, procurement, budgeting, and compliance requirements.

Responsibilities

  • Provide executive leadership and oversight for five operational units: URPM, TIL, Technical Services, Lead Unit, Building Services.
  • Set strategic goals, priorities, and performance expectations for the division.
  • Direct management of City-owned residential, commercial, and mixed-use properties and related assets.
  • Oversee Tenant Interim Lease (TIL) program and transition to affordable cooperative ownership.
  • Direct Technical Services, including construction oversight, inspections, and capital improvements.
  • Ensure compliance with federal, state, and local lead regulations and safety standards.
  • Lead URPM operations: lease administration, rent collection, procurement, budget oversight.
  • Develop and implement policies to improve efficiency, accountability and service delivery.
  • Establish metrics, dashboards, and reporting to support executive decisions.
  • Oversee divisional budget planning, procurement, contracts, and fiscal oversight.
  • Coordinate with multiple City agencies and external partners on housing strategies.
  • Represent APM with City agencies, elected officials, and stakeholders.
  • Lead organizational change and technology implementation initiatives.
  • Recruit, mentor, and evaluate senior management staff.
