Job summary

NYC Department of Housing Preservation & Development is seeking an Executive Director to lead the Division of Portfolio Management & Conversions. The role oversees Conversions, Rental Assistance, and Construction Monitoring and Completions, guiding policy, budget planning, and major project milestones across a diverse housing portfolio.

You will supervise senior program staff, coordinate with other HPD divisions and external partners, and drive long-term housing affordability objectives.

Qualifications

• Strong managerial experience in fast-paced public or nonprofit environments.
• Proven ability to lead multiple programs and drive policy and process improvements.
• Advanced financial analysis skills and ability to forecast budgets.

Responsibilities

• Oversee completion, permanent conversion and rent restructuring of project portfolios.
• Provide direction on policy matters, goals, and program milestones.
• Develop procedures to ensure efficient resource use and achievement of agency goals.
• Supervise Directors, Deputy Directors, and project managers with clear performance metrics.
• Coordinate with HPD leadership and external partners to advance division priorities.
• Represent the division in internal and external meetings and negotiations.
