The City of Philadelphia seeks an Executive Director to lead the newly established Office of Prison Oversight, directing policy, vision, and independent reviews of the Philadelphia Department of Prisons across all facilities.

The role requires strong leadership and experience in criminal justice oversight, with reporting to the Oversight Board and City Council. The position offers a salary range of $160,000–$180,000 plus comprehensive City benefits.

Qualifications

• Oversight experience in criminal justice or corrections.
• Comprehensive understanding of corrections operations and rights of incarcerated individuals.
• Knowledge of PREA and related regulations.
• Legal standards for investigations, hearings, and recommendations.

Responsibilities

• Lead the Office of Prison Oversight and set strategic goals.
• Oversee inspections, data reviews, and investigations across four facilities.
• Develop policy and practice with the Prison Oversight Board and City Council.
• Manage staff recruitment, training, and annual budget (~$1.4M).
• Prepare and submit public reports with findings and recommendations.
