The Office of Shared Administration (OSA) is seeking a dynamic and strategic Executive Director of Operations to serve as our definitive enterprise operations leader. You will provide comprehensive administrative oversight, enterprise-wide management, and strategic budgetary planning for the Office of Operations, directly supporting OSA, the West Virginia Department of Health (DH), the Department of Health Facilities (DHF), and the Department of Human Services (DoHS). As the primary orchestrator of state-level facility strategies, real estate portfolios, risk mitigation, and cross-department operational performance, you will ensure our physical, financial, and administrative frameworks effectively champion the missions of these essential departments.
Key Responsibilities
As the Executive Director of Operations, your leadership will shape state infrastructure, cross-department efficiency, and administrative performance through the following core pillars:
- Strategic & Enterprise Leadership: Collaborate closely with executive leadership to define, plan, and execute OSA and departmental goals. Develop and manage complex budgetary needs while interpreting statutory, regulatory, and policy frameworks to ensure full compliance across all operations.
- Divisional Oversight & Team Development: Direct, evaluate, and elevate the daily operations of the Office of Operations. Directly supervise, mentor, and empower the leadership and personnel within the divisions of Administrative Services, Operational Administration, Procurement and Construction and Project Management, ensuring organizational alignment and continuous professional development.
- Operational Excellence & Performance Metrics: Establish, monitor, and report key operational performance measures—including facility costs, space utilization, project delivery success, procurement performance, contract timelines, and overall administrative efficiency to drive data-backed improvements across all divisions.
- Statewide Capital Projects & Asset Modernization: Coordinate, manage, and execute major capital improvement projects across OSA and departmental properties. Oversee an extensive portfolio of department-owned and leased real estate, coordinate complex leasing issues alongside the Department of Administration, and design progressive, long-range asset management plans for upgrading and consolidating office spaces across the state.
- Facilities Maintenance & Emergency Readiness: Formulate immediate corrective action plans for common maintenance problems and long-term deferred maintenance solutions. Oversee agency disaster preparedness, business continuity, and Continuity of Operations Plans (COOP) to guarantee facility resiliency during disruptions or emergencies.
- Compliance & Risk Management: Ensure all physical assets strictly adhere to safety, risk management, and ADA compliance regulations while researching innovative procedures to optimize efficiency across all managed departments.
Minimum Qualifications
- Education: A bachelor’s degree from an accredited college or university.
- Experience: A minimum of seven (7) years of related, progressive experience in large-scale operations, facilities management, public administration, or capital project planning.
- Core Competencies: Proven expertise in state/public budgeting, property and lease management, personnel management, regulatory interpretation, and high-level stakeholder collaboration.
- Preferred Professional Certifications: Possession of a Certified Facility Manager (CFM) credential, Project Management Professional (PMP) certification, or equivalent industry licensure.
