Qualifications

• Bachelor’s degree in Construction Management, Architecture, Engineering or related technical field.
• 10+ years of construction industry experience spanning design development, procurement, construction execution, commissioning, and closeout.
• 5+ years of program management leadership in school renovation and new construction projects.
• Deep knowledge of construction delivery methods (K-12 CSP, CMAR, JOC); public sector procurement; and permitting processes.
• Strong understanding of governance, compliance, risk management, audit practices, and performance management systems.
• Advanced technical fluency in K–12 capital construction, including design development and delivery.

Description

• The Executive Director for Policy & Governance as Dallas ISD's senior executive responsible for the strategic leadership, technical oversight, and Quality Assurance/Quality Control of the District's $6.2 billion 2026 Bond Program. As the District's chief authority for policy & governance, this position directs all phases of capital project oversight with a focus on the organization’s governance framework, policy administration, operational accountability and continuous improvement initiatives. This executive role ensures that all capital construction programs and projects are executed with transparency, compliance, efficiency, and alignment to district goals and board policy.
• Oversee the bond procurement department with a focus on construction specific compliance, contractor claims, contract interpretation, audit coordination, PIR responses, and technical review of board documents and construction contracts, ensuring strict compliance with federal, state, local, and district regulations, public procurement laws, and board policies.
• Develop and maintain construction governance standards and lead policy updates grounded in real project delivery practices; including design coordination, procurement sequencing, construction execution, commissioning, and closeout.
• Establish and monitor technical KPIs for project delivery, including design quality, procurement timelines, construction progress, budget adherence, schedule performance, safety, QA/QC, and stakeholder satisfaction.
• Oversee construction risk management, issue escalation, corrective action plans, and technical performance improvements.
• Develop standardized construction SOPs, templates, workflows, and documentation practices that reflect industry standards and district requirements.
• Lead district wide process improvement across design development, procurement, construction execution, commissioning, and closeout, and promote lean construction, continuous improvement, and technology enabled efficiencies (project management systems, QA/QC tools, scheduling platforms, etc.).
• Establish and lead the Office of Excellence as the district’s technical center for construction best practices, QA/QC, training, and professional development creating district wide QA/QC standards for design documents, construction execution, inspections, commissioning, and closeout.
• Lead and mentor a team responsible for construction governance, technical operations, reporting, process improvement, and the Office of Excellence.
• Provide technical guidance to the Chief Construction Officer and District leadership on governance, project delivery, risk, and operational performance.

Qualifications

• Required Bachelor's degree from accredited university Construction Management, Architecture, Engineering or related technical field
• Preferred Master's degree from accredited university, Master's in Business Administration
• Preferred PMP, CCM. OSHA Safety, Mediation, any other construction governance, quality, or technical certification
• Required 10+ years of experience Construction industry experience spanning design development, procurement, construction execution, commissioning, and closeout
• Required 5+ years of experience in Program Management direct operational experience leading school renovation and new construction projects
• Deep knowledge of construction delivery methods (K-12 CSP, CMAR, JOC), public sector procurement, and municipal permitting processes.
• Strong understanding of construction policy development, compliance, risk management, audit practices, process improvement, and performance management systems.
• Advanced technical fluency in K–12 capital construction, including design development, construction methods, and bond funded project delivery.
• Ability to interpret architectural, engineering, and survey documents to identify constructability issues and design conflicts.
• Demonstrated communication, decision-making, and judgement skills.
• Direct experience on at least three public K–12 construction bond programs, with hands on involvement in the design phase, procurement strategy and execution, and active construction operations.
