Job summary

State of Washington seeks an accomplished executive to lead the Home and Community Living Administration (HCLA) within the Department of Social and Health Services (DSHS). The role directs statewide programs, operations, and services for older adults and people with disabilities, coordinating with partners to strengthen long-term care systems.

You’ll guide priorities, develop senior leaders, and ensure financial stewardship while navigating evolving federal requirements and statewide initiatives.

Qualifications

• Bachelor's degree in public administration, business administration, public health, social services, health and human services, or related field.
• Experience leading large, complex organizations and senior leadership teams.
• Experience in community-based healthcare, long-term care, or related service delivery systems.
• Demonstrated financial leadership, budgeting, and resource allocation responsibilities.

Responsibilities

• Provide strategic direction for HCLA’s statewide programs, operations, and services.
• Lead and develop executive teams, establish priorities, and ensure accountability.
• Oversee statewide service delivery, including case management and program quality assurance.
• Guide policy, legislative initiatives, and compliance with evolving state and federal requirements.
• Collaborate with legislators, Tribes, unions, and external partners to advance priorities.
• Strengthen organizational performance and succession planning across DSHS.
