Position Summary
Performs duties necessary to direct planning, construction, operation, repair, and maintenance of physical facilities to meet current and future needs of the College; establishes and monitors contracts; administers district-wide energy program and the facilities related parts of the risk management program. Plans and implements district facilities master plan. May plan and coordinate acquisition of property and development of new facilities. Performs normal supervisory functions. Provides executive leadership and district-wide oversight of facilities operations across multiple campuses, including HVAC and central plant operations, maintenance mechanics, custodial services, grounds, Engineering & Design, construction and renovation projects, space utilization, utilities, and related capital and operational planning. Establishes service, performance, financial, and accountability expectations to ensure safe, reliable, efficient, and customer-focused facilities services for the College community.
Primary Duties Performed
- Oversees construction, renovation and demolition of facilities and property in support of the District Master Facilities Plan, including selection and contract review for outside consultants and contractors; responsible for development and periodic updates to the District Master Facilities Plan. Provides executive oversight of the Engineering & Design function and the planning, prioritization, design, delivery, and closeout of capital construction and renovation projects across all campuses.
- Directs and supervises the maintenance of all District facilities and grounds; oversees the repair and maintenance of the interior and exterior of all District buildings; manages inspection of campus work performed by outside contractors; manages punch lists and final inspections of repairs, additions, or modifications to District facilities. Provides executive oversight of HVAC/central plant, maintenance mechanics, custodial services, and grounds operations; establishes service standards and monitors department performance to ensure timely, high-quality service and solutions for students, faculty, staff, and visitors.
- Plans and administers fiscal budget for all matters pertaining to District facilities. Oversees operating and plant/capital funds within assigned areas; monitors expenditures, forecasts needs, and ensures resources are used in accordance with College requirements and approved budgets.
- Directs the operation and maintenance of the power plant and equipment; coordinates the various technical efforts for all types of services rendered, for all aspects of the physical plant of the College.
- Facilitates the planning, design, and implementation of special facility projects as needed by the College. Leads space utilization planning and coordinates recommendations regarding the effective use, allocation, and modification of College space.
- Administers a district-wide conservation plan; monitors and reports utility usage to College leadership. Oversees utility management and expenditures, analyzes consumption and cost trends, identifies conservation and efficiency opportunities, and incorporates utility performance into operational and capital planning.
- Develops, maintains, and implements deferred maintenance plan for all District facilities. Uses condition assessments, work-order information, asset data, lifecycle considerations, and available funding to prioritize major maintenance and renewal needs and to plan proactively for future requirements.
- Coordinates facilities department support for campus Presidents and other leadership. Maintains regular, effective communication with campus leadership, direct reports, staff, customers, and the Chief Operating Officer regarding priorities, service levels, project status, emerging issues, risks, and resource needs.
- Ensures and Coordinates ADA compliance for all District facilities.
- Ensures compliance with environmental regulations and District Asbestos Management Plan.
- Ensures Facilities and Engineering & Design operations comply with applicable College Board Policies (BP), Administrative Procedures (AP), departmental procedures, regulatory requirements, and established internal controls.
- Champions a customer-service culture focused on responsiveness, timely completion of work, quality solutions, clear expectations, and appropriate follow-through for the College community.
- Ensures full and effective use of the College’s computerized maintenance management system, Asset Essentials, for work requests, work orders, preventive maintenance, asset information, scheduling, performance monitoring, and management reporting.
- Provides forward-looking leadership by monitoring trends, anticipating infrastructure and service needs, establishing priorities, developing actionable plans, and aligning major work with institutional needs and available resources.
- Establishes clear individual and departmental accountability through measurable expectations, regular performance review, timely follow-up, and transparent reporting of results.
- Models and enforces professional workplace expectations, including compliance with College and departmental attendance policies, timely and diligent completion of assigned work, and professional interactions with students, faculty, staff, visitors, vendors, and other members of the College community.
Qualifications/Experience
- Bachelor’s Degree and over seven (7) years of relevant full-time experience, or Master’s Degree and over five (5) years of relevant full-time experience.
- Experience in providing custodial, grounds, power plant, maintenance and construction services in a higher education setting preferred.
