Job Summary:
This role is responsible for providing effective leadership andlife cycle facilities engineering expertise for all TCCinfrastructure as related to mechanical, electrical, plumbing,drainage, gases, HVAC, vertical transportation, lighting, buildingautomation systems, emergency and normal power systems, wastehandling, specialized training support, and associated systems ofTarrant County College District (TCCD) Facilities. This leadershipposition is responsible for ensuring the Engineering Division isaligned with TCC’s strategic objectives, jurisdictionalrequirements, regulatory compliance, and Real Estate &Facilities department priorities while providing leadership,direction, accountability, and support for engineering services forthe college. This position will also serve as a subject matterexpert.
Essential Performance Requirements
- Oversees all efforts to maintain professional relationships withAuthorities Having Jurisdiction (AHJ)
- Sets division framework and expectations for the technical reviewand development of infrastructure requirements, engineeringcriteria, design specifications, and project scopes to ensureadherence with TCC design standards and strategic goals
- Directs all engineering expertise coordination efforts to supportthe ongoing development of the TCC design standards and strategicgoals
- Oversees and ensures the provision of reports for effective andtimely evaluation, assignment, completion, and closeout ofpreventive maintenance work orders; monitors feedback to ensureend-user satisfaction and service improvements
- Develops the framework for review and analysis of inspectionreports for potential efficiency improvements in the operation andmaintenance of facilities; ensures the development andimplementation of cost-saving opportunities
- Responsible for overseeing the procurement, negotiation,implementation, and performance evaluation of engineeringconsultants, technical service providers, and specialtyinfrastructure service contracts
- Ensures effective surveillance of facility service contracts forapplicable systems, while working closely with TCC procurement forcost and compliance efficiency
- Oversees and delegates responsibilities to monitor, document, andreport the status of delivery systems and vendor performance
- Accountable for college-wide compliance with all Federal, State,Local Laws, Ordinances, and Codes relating to the operation andsafety of facilities; ensures mandated inspections and repairs ofsystems are completed as required
- Under the direction of the Executive Director of Real Estate andFacilities, develops, administers, and monitors budgets for the renewal, replacement and expansion of building systems andfacilities infrastructure; manages annual budget as assigned fortimely execution of work and ensures effective coordination for theplanning and preparation of engineering projects and budgets
General Supervision and Management
- Provides engineering leadership, technical review, standardsoversight, and operational guidance for facilities operations,infrastructure renewal, capital improvement initiatives, andplanning efforts; collaborates with Facilities Operations andCapital Improvements to support the reliable, efficient, andsustainable performance of facility assets.
- Focuses on achieving departmental and organizational objects through effective management of people, programs, andoperations
- Oversees, directs, and audits ongoing personnel training andassessment program for Operation and Maintenance personnel toensure infrastructure systems are maintained in a safe, reliable,and efficient manner
- Responsible for evaluating staff to determine skill levels andtype of training needed to improve capabilities andproductivity
- Oversees and recommends staffing levels to improve engineeringservices within approved operating budget
- Leads through supervisors and professional staff by establishingpriorities, supporting accountability, and developing teamperformance
Service Excellence
- Participates on behalf of the College in external communityorganizations and associations as assigned to support the essentialperformance requirements
- Attends the workplace regularly, reports to work punctually, andfollows a work schedule to keep up with the demands of theworksite
- Completes all required training and professional developmentsessions sponsored through Tarrant County College (TCC)
- Supports the mission, values, goals, and principles of theCollege

Works under the supervision of the assigned department leader

Required Minimum Qualifications
- Bachelor’s degree
- Eight (8) years’ progressively responsible experience related tothe Essential Performance Requirements, including experience in the management of multiple buildings, locations, or campus sites,involving planning, design, construction, operations, ormaintenance
- Three (3) years of experience supervising direct reports,including assigning work, managing performance, coaching employees,and supporting employee development
- Valid Texas Driver License with an acceptable driving record andreliable transportation; ability to successfully complete TCCauthorized driver requirements within the first 90 days ofemployment
Preferred Qualifications
- Bachelor’s or Master’s degree in Mechanical Engineering,Electrical Engineering, or a closely related engineeringdiscipline
- Certified Facility Manager (CFM), Facility ManagementProfessional (FMP), or similar credential
- At least one (1) years’ experience with Supervisory Control andData Acquisition (SCADA) systems
- At least one (1) years’ experience with higher education,healthcare, municipal, or large institutional environments
Knowledge, Skills and Abilities
- Knowledge of human resources practices and processes related topersonnel management
- Knowledge of Federal, State, and Local laws, ordinance, and codesrelating to the operation and safety of facilities
- Skilled in developing and implementing operational and strategicplans
- Skilled in organization, time management, and managing multiplepriorities and deadlines
- Skilled in using Smart Applications for Facilities (SmartBuilding Applications) or similar facilities managementsystems
- Skilled in using building automation, facilities management,design, mapping, and project management systems, including CMMS(TMA), AutoCAD, ESRI ArcInfo, Microsoft Project, Datatel Colleague,and Visio
- Skilled in delivering high-quality customer service and buildingeffective interpersonal relationships, including strong listening,verbal, and written communication skills
- Skilled in using computer applications and enterprise systems,including the Microsoft Office suite and the Microsoft 365platform
- Ability to perform and prioritize multiple tasks seamlesslyensuring accurate and timely completion, while exhibiting strongattention to detail and organization
- Ability to work effectively both independently and as part of ateam in collaborative environments, engaging with faculty, staff,and external stakeholders
- Ability to evaluate complex information and apply policies,procedures, regulations, and guidelines to inform decisions andorganizational direction
- Ability to lead and coordinate complex work across functionalareas and communicate effectively with faculty, staff, andleadership to support organizational priorities andoperations
