Job summary

Pima Community College is seeking an Executive Director of the Employee Service Center to lead payroll, benefits, and employment processing with a focus on compliance and service excellence. The role drives system technology, data-driven analysis, and policy development to support the College’s mission.

The position oversees biweekly payroll, health and wellness programs, HRIS/ERP systems, and staff management, while ensuring accurate compensation and open enrollment.

Qualifications

• Master’s degree in Accounting, Finance, Business Administration, Human Resources, or a closely related field.
• Eight years of related experience in Benefits Administration and/or Payroll Processes and Regulations.
• Six plus years of supervisory experience.

Responsibilities

• Manages and directs all activities of the Employee Service Center (ESC), including Payroll, Benefits, Employee Accommodations and Leaves, Employment Processing, and related systems management
• Oversees end-to-end biweekly payroll processes and garnishment processing for all employee types
• Manages regulatory requirements for payroll and tax administration (federal, state, local)
• Directs administration of health, dental, vision, disability, life, and wellness programs; leads vendor selection and ACA compliance
• Directs employment processing and HRIS/ERP systems (NEOED & Banner SaaS); optimizes configurations and workflows
• Serves as HIPAA Privacy Officer and custodian of confidential personnel data; enforces data security
• Directs ADA accommodations and FMLA leave programs to meet legal standards
• Manages retirement programs (ASRS, ORP, TSA, 403(b)/457, ROTH); ensures timely contributions and audit readiness
• Establishes performance indicators and tracking; analyzes trends for policy development
• Supervises staff, onboarding, performance reviews, and professional development
• Develops departmental budgets and leads accounting, reconciliation, and audit responses
• Provides regulatory labor-law guidance to College leadership and trains staff on ESC functions
• Collaborates with HR, Finance, IT, and Academic Affairs to support College goals
• Performs other duties as assigned
