Fractional Executive Director Services
Californians for the Advancement of Midwifery (CAM)

ORGANIZATIONAL BACKGROUND

Founded in 1986, Californians for the Advancement of Midwifery (CAM) is the leading advocate for community midwifery in California. Our mission is to advance equitable access to affordable midwifery care in California, protect midwifery professional autonomy, foster diversity of a sustainable midwifery workforce, and advocate for midwives as time-honored guardians of healthy, evidence-based pregnancy, birth, postpartum, and newborn care.

After decades as an effective volunteer-run organization with significant accomplishments in policy advocacy, midwifery education, and professional support, CAM has developed a comprehensive three-year strategic plan (2025-2027), secured resources to launch it, and is now seeking professional leadership to implement this plan and elevate our impact.

SERVICE REQUESTED

CAM is inviting proposals from qualified independent professionals to provide Fractional Executive Director services. This contractor will lead implementation of our strategic plan, strengthen organizational infrastructure, develop sustainable funding streams, and advance our mission of expanding access to midwifery care throughout California.

Your proposal should be prepared with the expectation of a 12-month contractual relationship beginning in fall of 2025, with the potential for renewal. CAM reserves the right to terminate the relationship at any time with 30-days prior written notice. Preference will be given to candidates based in California.

SCOPE OF WORK

The selected contractor will be responsible for providing leadership services across the following areas:

Strategic Leadership & Implementation

  • Lead execution of CAM's 2025-2027 strategic plan focused on four key goals:
    • Supporting more and more diverse midwives
    • Educating the public about midwifery options
    • Advancing supportive policies
    • Strengthening organizational capacity
  • Work closely with the Board of Directors to implement priorities
  • Develop metrics to track implementation progress
  • Represent CAM with external stakeholders and partners
  • Serve as liaison with CALM (California Association of Licensed Midwives)

Program Development & Management

  • Lead implementation of a Licensed Midwife education program at California Community College sites
  • Oversee scholarship programs, particularly for BIPOC student midwives
  • Coordinate public education initiatives, including the CAM Roadshow
  • Support continuing education offerings for Licensed Midwives
  • Develop frameworks for tracking program impact

Fund Development & Financial Management

  • Implement CAM's comprehensive fundraising plan
  • Oversee grant management, including research, writing, reporting, and stewardship
  • Develop individual giving programs and major donor outreach
  • Coordinate fundraising events as appropriate
  • Manage financial projections, cash flow analysis, and budget monitoring

Organizational Development

  • Support the growth and diversification of the Board of Directors
  • Strengthen operational systems and processes
  • Coordinate and leverage volunteer resources
  • Enhance communications across all channels
  • Build strategic partnerships with aligned organizations
  • Support advocacy efforts and policy initiatives

TIMELINE

  • Proposal Submission Deadline: July 30, 2025
  • Interview and selection process: 30-90 days
  • Contract Start Date: October 1, 2025

QUALIFICATIONS REQUIRED

Proposals will be evaluated based on the following qualifications:

  • Demonstrated experience in nonprofit leadership and management
  • Proven track record in fundraising, particularly foundation grants and major gifts
  • Experience with financial management and budgeting
  • Strong program development and implementation skills
  • Excellent communication and relationship-building abilities
  • Experience supporting volunteer or working boards
  • Demonstrated commitment to healthcare equity and/or maternal health
  • Ability to work effectively in a part-time, independent contractor capacity

Professional Background & Qualifications

  • Relevant experience and qualifications
  • Description of similar projects or contracts
  • Approach to fractional executive leadership

Project Approach

  • Understanding of CAM's mission, history, and strategic context
  • Proposed methodology for leading implementation of the strategic plan
  • Specific strategies for key areas (fundraising, program development, etc.)
  • First 90-day action plan

Budget & Timeline

  • Confirmation of ability to work within the stated budget
  • Proposed hours allocation across key areas of responsibility
  • Any proposed adjustments to the scope or timeline

References

  • Three professional references from similar engagements

Note: CAM is looking for a contractor who might also be in a position to contract with California Association of Licensed Midwives(CALM), our sister organization, though this is not a requirement.
