Job summary

City of Cincinnati seeks a Deputy Director of the Department of Transportation and Engineering to lead a multi-modal transportation system encompassing highways, aviation, transit, bicycles, and pedestrians. The role reports to the Director and coordinates with City departments, utilities, consultants, and the City Council.

The position provides management oversight for Traffic Services, Development, Permits and Urban Design, Aviation, and admin support, directing budgets and capital programs

Qualifications

  • Methods and techniques of statistical data collection and analysis.
  • Principles and practices of municipal budget preparation and administration.
  • Principles and procedures of financial reporting.
  • Principles and procedures of management systems and reporting.
  • Principles of supervision, training and performance evaluation.
  • Pertinent federal, state and local laws, codes and regulations.
  • City personnel policies and procedures.
  • Principles and procedures for developing goals, objectives and management plans.
  • Public administration principles and processes.

Responsibilities

  • Assume management responsibility for assigned services and activities of the department.
  • Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  • Maintain records and develop reports concerning new or ongoing programs and program effectiveness; prepare statistical reports as required.
  • Prepare a variety of complex correspondence, memoranda and administrative staff reports; coordinate and participate in the preparation of agendas.
  • Participate in the development and administration of the department's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  • Conduct a variety of organization studies, investigations and operational studies.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations as it related to department activities.
  • Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
  • Arranges for the services of external consultants and agencies and acts as the City liaison.
  • Implements assigned department projects by coordinating the work of other department staff, citizen groups, and public and private agencies.
  • Assigns work to a professional staff, oversees work procedures, and inspects work in progress and upon completion.
  • Establishes and monitors management controls for administrative, program, and fiscal procedures.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
