About The Agency The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.

As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs.

Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants.

With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.

HPD’s Office of Policy and Strategy (OPS) leverages its expertise to guide and support HPD and its many offices in their efforts to deepen their impact, optimize their efficiency, and become more data-driven, climate-adaptive, and mission-focused.

To do so, OPS collaborates with staff and senior leadership from across the agency, as well as with representatives from other Agencies.

OPS carries out its work through delivery of rigorous data, policy, and financial/credit analysis; technical and statistical research; and techniques in program visioning and design to all of HPD’s areas of practice.

The Executive team ensures that these interdisciplinary professionals are well-resourced and supported, working seamlessly together to maximize the agency's impact.

With a strong commitment to public service and expertise in budget, fiscal, personnel, and systems management, the Executive team facilitates hiring, secures funding, and leverages technical operations to effectively track and communicate office priorities.

The Executive Assistant is responsible for scheduling, administrative tasks, and coordination of timelines for special projects.

Reporting to the Chief of Staff, the Executive Assistant will:

  • Provide executive-level administrative support to the Deputy Commissioner, Executive team and office leadership, including coordinating meetings and events;
  • Support planning and implementation of agency policies and special initiatives by preparing briefing materials, maintaining communications with internal and external partners, centralizing project plans, tracking milestones, and ensuring timely follow-up on assigned tasks;
  • Maintain organized systems for documentation and recordkeeping, including creating, managing, and archiving files, reports, and program materials in accordance with established standards and compliance requirements; and
  • Help identify and recommend process improvements to strengthen administrative workflows, enhance coordination across teams, and improve the efficiency and effectiveness of program planning, reporting, and operational activities.

Preferred Skills

  • Understanding of the agency’s mission and a strong commitment to public service;
  • Demonstrated experience in task and information management;
  • People skills with the ability to build relationships, influence others to achieve outcomes and thrive in a team environment;
  • Attention to detail and ability to adapt and work under pressure and restrictive deadlines, in an atmosphere of intense activity;
  • Passion for public service; and
  • An equity lens and deep commitment to radical inclusivity.
