Evaluation Team Lead – Infrastructure Impact Assessment

Position Overview

We are seeking an experienced Evaluation Team Lead to oversee the design and implementation of an independent evaluation of approximately 15 infrastructure projects across Africa, Latin America, and S.E. Asia. The projects include greenfield developments and upgrades, with a focus on benefits to the U.S. government, businesses, and host countries. The evaluation will combine qualitative analysis and ex-post cost-benefit analysis, aiming to improve project screening, due diligence, monitoring, and evaluation processes. This remote position may require travel to low- and middle-income countries.

Responsibilities
  1. Lead evaluation design and implementation, ensuring integration of qualitative research and cost-benefit analysis.
  2. Develop evaluation frameworks, theories of change, and data collection tools specific to infrastructure investments.
  3. Oversee qualitative data collection and analysis across diverse settings.
  4. Coordinate with experts and field teams to synthesize findings.
  5. Write case studies and final reports, addressing key evaluation questions.
  6. Identify lessons learned, gaps, and opportunities for process improvements.
  7. Manage fieldwork planning, team coordination, and quality assurance.
  8. Represent the evaluation team in stakeholder meetings.
  9. Maintain high standards of ethical research and data quality.
Qualifications
  1. Master’s or PhD in Evaluation, Public Policy, Environmental Studies, Economics, or related fields.
  2. 7-10 years of evaluation experience, especially in infrastructure or development finance.
  3. Expertise in qualitative methods (interviews, focus groups, case studies) and software (NVivo, Atlas.ti, MAXQDA).
  4. Experience evaluating environmental and social impacts of infrastructure projects.
  5. Prior work in low- and middle-income countries, particularly on donor-funded projects.
  6. Knowledge of cost-benefit analysis and mixed-methods evaluation.
  7. Excellent communication, management, and stakeholder engagement skills.
  8. Strong report writing skills for international audiences.
  9. Familiarity with political risk insurance, blended finance, or financial intermediaries is a plus.
  10. Multilingual skills (e.g., French, Spanish, Portuguese) are advantageous.
