Overview

Position Overview: We are seeking an experienced Evaluation Team Lead to oversee the design and implementation of an independent evaluation to assess a portfolio of approximately 15 operational infrastructure projects in Africa, Latin America, and S.E. Asia. These projects vary in type—ranging from greenfield developments to upgrades and expansions of existing infrastructure. The evaluation will examine the benefits generated by these projects to the U.S. government, U.S. businesses, and the host countries where projects are implemented. These infrastructure projects are supported through direct investments, political risk insurance, or via financial intermediaries such as investment funds. The evaluation will employ a combination of qualitative analysis and ex-post cost-benefit analysis (CBA) to answer a set of prioritized questions. The insights from this evaluation will identify gaps in current practices and improving project screening, due diligence, monitoring, and evaluation across the infrastructure project lifecycle. The position is flexible and remote, with travel to project sites in low- and middle-income countries (LMICs).

The ideal candidate will bring deep expertise in qualitative research methods, experience evaluating infrastructure development programs, and a demonstrated ability to lead multidisciplinary teams in low- and middle-income country contexts.

Responsibilities
  • Lead the design and implementation of the evaluation, ensuring robust qualitative research and integration with ex-post cost-benefit analysis.
  • Guide the development of evaluation frameworks, theory of change models, and data collection tools tailored to infrastructure investments.
  • Oversee qualitative data collection and analysis across diverse geographies and infrastructure types.
  • Coordinate with subject matter experts, quantitative analysts, and field teams to synthesize evaluation findings.
  • Lead the writing of case studies and the final evaluation report, ensuring that findings address prioritized evaluation questions and are presented in a clear, relevant format.
  • Identify key lessons, systemic gaps, and opportunities for enhancing investment assessment processes.
  • Oversee fieldwork planning, team coordination, and quality assurance processes in diverse and sometimes challenging settings.
  • Represent the evaluation team in meetings with stakeholders and local partners.
  • Ensure high standards of ethical research, data quality, and team performance.
Qualifications
  • Master’s or PhD in Evaluation, Public Policy, Environmental Studies, Economics, or a related field.
  • At least 7–10 years of experience in evaluation, with a focus on infrastructure or development finance.
  • Proven expertise in qualitative methods (e.g., key informant interviews, focus groups, case studies), with demonstrated ability to lead analysis that informs strategic decision-making.
  • Experience evaluating environmental and social impacts of infrastructure investments.
  • Proven expertise in qualitative data collection and analysis methods, including use of software (e.g., NVivo, Atlas.ti, MAXQDA).
  • Prior work in low- and middle-income countries, particularly on donor-funded or multilateral projects.
  • Experience with cost-benefit analysis and integrating qualitative insights into mixed-methods evaluations.
  • Excellent communication, team management, and stakeholder engagement skills.
  • Strong writing skills with experience producing evaluation reports for donor or multilateral audiences.
  • Familiarity with political risk insurance, blended finance, or financial intermediaries.
  • Ability to translate complex findings into practical recommendations for institutional learning.
  • Multilingual capacity (e.g., French, Spanish, or Portuguese) is an advantage.
