Job summary

WPA is a woman-owned Owner's Representative firm in the New York City area seeking an experienced Estimator to support the SCA JOC program. You will develop mechanical, electrical, plumbing, and construction estimates across all project phases, reporting to the Program Manager and leadership.

Responsibilities include reviewing estimates with documentation, assisting negotiations, preparing costed scopes, and coordinating with engineers, owners, contractors.

Qualifications

  • A bachelor's degree is preferred.
  • 5 years of general construction estimating experience.
  • Ability to review estimates with supporting documentation.
  • Familiarity with E-Gordian/SCA Estimating platform preferred.

Job Description

Seeking an Estimator to join our team! The candidate will work on the School Construction Authority Job Order Contract (SCA JOC), reporting to the Program Manager and Executive Leadership Team. The candidate will support the Proposal and Project Teams, by analyzing proposal requirements and developing mechanical, electrical, plumbing, and construction estimates for all phases of construction related to school facilities.

Minimum Requirements:

  • Associate degree in engineering, architecture, and/or construction from an accredited college or university.Bachelor’s degree is preferred.
  • 5 years in general construction estimating; or a comparable combination of education and experience.
  • Provide a dispute resolution in relation to all aspects of the cost proposal including but not limited to quantity and unit price items.
  • Familiarity with E-Gordian/SCA Estimating platform is preferred

Responsibilities:

  • Responsible for reviewing construction estimates with supporting documentation including contractor price proposals and supporting documentation of drawings, technical specifications, cost estimates, vendor/subcontractor quotes, market analysis, and other related documents to determine if the proposed construction cost has been developed regarding supporting documentation, project location, schedule, and local labor conditions.
  • Assist the project team in contract negotiations, respond to requests for explanations of their cost estimates, review contractor request for equitable adjustment (REAs) for validity and assist in claims support, and act as a resource for the project team in need of quick unit costs for reference by analyzing blueprints and other documentation to prepare time, cost, materials, and labor estimates.
  • Prepare estimates of all major and minor construction aspects including overall scope of work, time, and materials for use in selecting vendors or subcontractors.
  • Confer with engineers, architects, owners, contractors and subcontractors on changes and adjustments to cost estimates.
  • Prepare estimates used by management for purposes such as cost estimating and budget planning, scheduling work, and organizing.
  • Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.
  • Assess the cost effectiveness of products, projects, or services, tracking actual costs relative to bids as the project develops. Set up cost monitoring and reporting systems and procedures.
  • Take actions to deal with the results of delays, bad weather, or emergencies at construction sites. Inspect and review projects to monitor compliance with building and safety codes, and other regulations.
  • Provide a dispute resolution in relation to all aspects of the cost proposal including but not limited to quantity and unit price items.
  • Coordinate with Project Managers, Superintendents, and Estimators to follow up on cost proposals from contractors.

  • Demonstrated proficiency with all applicable software packages including but not limited to MS Windows, MS Office (including Project, Word, Excel, Outlook, and PowerPoint), Adobe Acrobat, and estimating software such as Procore, PlanSwift, eBuilder, Bluebeam, Onscreen Takeoff, Sage 300, E-Gordian, etc.
Company Description

WPA is a woman-owned Owner's Representative firm and we manage construction projects for mostly nonprofits including schools, hospitals, libraries, etc. in the New York City area. We have been in business for over 30 years and have completed well over 500 projects. We currently have somewhere between 50-60 employees.

Because we are a woman-owned firm we are on contracts with larger Construction Management firms such as LiRo, Hill International, Jacobs, Tectonic, Gilbane, etc. and we help them to meet their WBE goals. We provide Project Managers, Inspectors, Estimators, Office Engineers and so on. Currently we are on about 10-15 different contracts.
