Job summary

WSP USA seeks an experienced Assistant Vice President, Estimating in New York to lead cost estimation on complex transit and transportation programs. You will guide the team, develop contractor-style estimates, and ensure accuracy across multiple projects from concept to bid.

You will coordinate with engineers and project managers, manage risk, and uphold safety and conduct policies while supporting major multi-year initiatives from the One Penn Office.

Qualifications

• 10+ years of transit/transportation estimating experience.
• Experience in architectural and MEP estimating is a plus.
• BS degree in Civil Engineering, Construction Management, or related.
• Experience with multi-year, multi-million dollar projects and programs.
• Experience developing conceptual through bid estimates using listed software.
• Strong knowledge of On-Screen Takeoff or BlueBeam and MS Office.
• Progressively increasing responsibility in estimating with minimal supervision.
• Commitment to ethics and safety in handling company funds and resources.

Responsibilities

• Analyze scope of work from conditions, plans, and specs through all design and construction phases.
• Perform accurate quantity surveys for construction systems and materials.
• Obtain labor rates, taxes, and insurance requirements for estimate development.
• Develop contractor-style cost estimates and prepare basis of estimate.
• Ensure estimates are accurate and account for risk factors.
• Review designs for cost-effectiveness and suggest alternatives.
• Create detailed owner’s cost estimates for scope changes or delays.
• Assist Resident Engineers and Project Managers with change analysis and budgets.
• Maintain awareness of contract issues and project participants.
• Participate in client and contractor negotiations to resolve changes and claims.

The position is a full‑time Assistant Vice President, Estimating based out of our One Penn Office and will report to PANYNJ's One Liberty Plaza office to provide realistic cost estimates to include gathering and analyzing the amount of money, time, materials and labor that is required to prepare cost estimates for complex projects utilizing alternative delivery methods and review estimates prepared by more junior staff.

Duties and Responsibilities

• Analyze and identify scope of work from existing conditions, plans, and specifications through all phases of design and construction.
• Perform accurate quantity surveys for all types of construction systems and materials.
• Obtain labor rates, taxes and insurance requirements, as needed for estimate development.
• Develop contractor-style construction cost estimates and prepare basis of estimate as required by the Estimating Manager
• Ensure all estimates are accurate and have considered all risk factors.
• Review designs and specifications for cost-effectiveness and suggest appropriate alternatives
• Create detailed, market related owner’s cost estimate for scope change, work delays, etc. for assigned projects.
• Assist the Resident Engineers and Project Managers with change analysis and development and / or validation of control budgets.
• Maintain an operating awareness of all contract issues and project participants.
• Participate in client and contractor negotiations to resolve contract changes and claims
• Participate in client or 3rd party reconciliations
• Perform other duties and projects as needed

Minimum Qualifications

• 10+ years related experience in transit / transportation estimating (heavy civil, site civil, structural, building infrastructure)
• Experience in architectural and MEP estimating is also a plus
• Bachelor of Science degree in a relevant Engineering discipline (e.g. Civil Engineering), Construction Management, or related
• Demonstated experience working on and supporting complex multi-year / multi-million dollar projects and programs
• Demonstrated skill/experience in development of Conceptual through Bid Documents crew-based and unit price cost estimates using Spreadsheet, HCSS Heavy Bid, Sage Timberline, or other similar estimating software applications
• Strong knowledge of On-Screen Takeoff or BlueBeam software and MS Office applications.
• Able to demonstrate progressively-increasing responsibility in estimating, working effectively with minimal supervision.
• Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures
• Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies

Preferred Qualifications

• Working knowledge in use of HCSS HeavyBid estimating software
• Estimating certification from AACEI or ASPE
• Construction contractor estimating experience
