Job summary

CTI and Associates, Inc. is seeking a senior Estimator lead to guide the estimating team and develop cost breakdowns for civil, concrete, structural, and vertical construction projects.

You will review estimates, standardize processes, and collaborate with operations, engineering, procurement, and business development to inform bids. Ideal candidates have 10+ years in estimating and construction, with DOE/DoD contract experience, Excel and estimating software proficiency, and a strong analytical

Qualifications

• Bachelor's degree in Construction Management, Engineering, or a related field.
• Minimum of 10 years of estimating, cost analysis, or related functions within construction, defense, or energy sectors.
• Minimum of 10 years of construction experience, including civil, concrete, structural, and vertical construction.
• Experience with DOE and DoD contracts is required.
• Proficiency in Microsoft Excel and estimating software such as Bluebeam, AGTEK, CAD, PlanSwift, or similar.

Responsibilities

• Lead, mentor, and develop the estimating team, providing direction, coaching, and performance feedback.
• Review and approve estimates, ensuring accuracy, completeness, and alignment with project requirements.
• Develop, implement, and maintain standardized estimating processes, tools, and best practices.
• Collaborate with operations, engineering, procurement, project management, and business development to gather inputs and validate assumptions.
• Analyze drawings, specifications, and project scope to prepare detailed cost breakdowns.
• Conduct risk assessments and identify cost drivers, contingencies, and value-engineering opportunities.
• Manage the estimating pipeline and workload to ensure on-time delivery of proposals.
• Maintain up-to-date knowledge of materials, labor rates, subcontractor pricing, and industry trends.
• Oversee subcontractor and vendor solicitations for pricing; build and maintain strong supplier relationships.
• Support bid strategy, pricing decisions, and proposal presentations.
