Job summary

About the Community Hope Center

The Community Hope Center (CHC) is the community services arm of Seneca Creek Community Church, committed to loving our neighbors by ensuring access to food and essentials, empowering them with opportunities to grow, and enriching lives through supportive relationships. Our ESOL program offers free, in-person English classes for adults at multiple levels and is a cornerstone of our commitment to equity, inclusion, and community transformation in Gaithersburg, MD.

Position Overview

The ESOL Program Manager provides operational and administrative leadership for CHC’s adult English language learning program. This role is responsible for ensuring program quality, grant compliance, and effective day-to-day operations—from class scheduling and staff coordination to data collection and funder reporting. The Program Manager works closely with the ESOL Retention & Outreach Manager to ensure program goals are met and collaborates directly with the Executive Director to align program operations with organizational priorities and grant requirements.

Key Responsibilities
Program Operations & Administration
  • Oversee day-to-day ESOL program operations, including class scheduling, room assignments, and session logistics for evening and Saturday classes
  • Ensure adequate staffing for each class session by coordinating with paid instructors and managing instructor assignments
  • Establish and maintain standardized enrollment and registration procedures, including class placement testing and level assignments
  • Monitor supply needs and coordinate classroom preparation, materials management, and resource procurement
  • Ensure accurate and confidential record-keeping of all student information, including registration records, attendance, and assessment scores
Staff & Volunteer Management
  • Recruit, interview, onboard, and supervise paid instructors and volunteer classroom staff
  • Conduct annual training for all program staff and volunteers; ensure MCAEL professional development requirements are met
  • Provide regular coaching and support to instructors to maintain instructional quality and program consistency
  • Collaborate with the ESOL Retention & Outreach Manager on shared program goals, student support needs, and coordinated communication with learners
Grant Compliance & Data Collection
  • Ensure the ESOL program meets all grant requirements, including MCAEL/WIOA Title II benchmarks and ProLiteracy standards
  • Oversee implementation of student evaluation methods, including pre- and post-assessments and progress tracking toward NRS educational functioning level gains
  • Maintain complete and accurate program data in Dreamclass and other designated tracking systems; ensure timely data entry by instructors and staff
  • Compile program data and prepare periodic narrative and quantitative reports for funders, including monthly, quarterly, and annual deliverables
  • Collaborate with the Executive Director and Grant Reporting Manager to ensure all reporting deadlines and compliance requirements are met
Program Planning & Quality Assurance
  • Support fall and spring semester planning, including class offerings, scheduling, and staffing projections
  • Monitor program performance against key indicators and provide regular updates to the Executive Director
  • Identify operational gaps and recommend process improvements to strengthen program consistency and funder compliance
  • Attend monthly staff meetings and participate in regular check-ins with the Executive Director
  • Represent the ESOL program in partner convenings, funder site visits, and relevant community meetings as needed
Qualifications
  • Associate’s or Bachelor’s degree preferred; equivalent experience considered
  • Demonstrated experience working with adult learners, immigrants, or underserved communities
  • Strong interpersonal and relationship-building skills; warm, culturally responsive communication style
  • Highly organized with the ability to manage multiple priorities and maintain accurate records
  • Proficiency in Google Workspace (Docs, Sheets, Forms) and comfort with data entry
  • Bilingual (English/Spanish) strongly preferred; other languages a plus
  • Familiarity with adult literacy, ESOL programming, or WIOA Title II a plus
Schedule & Compensation

This is a part-time, salaried position compensated at $31,200 annually, based on a rate of approximately $24 per hour at 25 hours per week. The schedule combines on-site and remote hours, with required on-site presence during weeknight Tuesday and Wednesday classes and Saturday class sessions as well as all ESOL-related events scheduled on other days of the week as needed for ESOL programming.
