Job summary

The State of Vermont’s ESD Program Manager within the Food & Nutrition Team will administer the Summer EBT program and supervise Summer EBT temps. This role supports the 3SVT (SNAP) program and coordinates with USDA and VT partners, advocates, and state liaisons in a dynamic environment.

A high degree of independence and teamwork is required to manage multiple priorities, with occasional travel and after-hours meetings as needed.

Qualifications

  • Three (3) years as a Benefits Program Specialist, Reach Up Case Manager or other similar related job experience in ESD OR Four (4) years of human services case management experience.

Responsibilities

  • Administer the Summer EBT program and supervise Summer EBT temps.
  • Support the Food & Nutrition Team and collaborate with USDA-FNS, community partners and VT liaisons.
  • Balance multiple priorities in a fast-paced environment with independence and teamwork.

The ESD Program Manager will join the Food & Nutrition Team and support many different roles within a very fast-paced environment. This specific role will administer the Summer EBT program and supervise Summer EBT temps. The Food & Nutrition team is responsible for administering the 3SVT program (SNAP) and many other sub-programs. Collaboration with the USDA's Food & Nutrition Administration, community partners and advocates of VT, and many other state liaisons will be a part of the day-to-day work. A high degree of independence and teamwork is required, managing many different priorities at once and shifting focus depending on business needs.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Duties are performed in a variety of office and field settings. Private means of transportation must be available for necessary travel. Attendance at a variety of meetings is required, involving state, federal, private agencies or interest and advocacy groups, sometimes during weekends and evening hours. Tact and perseverance are necessary incumbent skills.

Minimum Qualifications

Three (3) years as a Benefits Program Specialist, Reach Up Case Manager or other similar related job experience in ESD
OR
Four (4) years of human services case management experience.
