This position is for a CRISC Senior Business Systems Analyst with experience managing student information.

This is an exempt position, 260 days/year, 8 hours/day.

Purpose Statement

The job of CRISC Senior Business Systems Analyst is done for the purpose/s of providing expert consultation, business process analysis, implementation leadership, training, and ongoing support for information management systems used by school districts. This position partners with districts to optimize the use of student, human resources, payroll, or fiscal management applications through the application of best practices, regulatory requirements, and system expertise. The Senior Business Systems Analyst ensures business and reporting needs are met in compliance with applicable federal, state, and local policies, regulations, and reporting standards; serves as a liaison with state agencies and software partners as appropriate; and provides advanced subject matter expertise within assigned areas of specialization. As a senior team member, the position contributes to strategic initiatives, mentors colleagues, and supports the successful adoption and effective use of enterprise information systems across participating school districts.

Essential Functions
  • Administer district database system (e.g. security setup, policy and standards, account creations, modifications, and deletions, etc.) for the purpose of ensuring optimal database usability.
  • Analyze a wide variety of information sources for the purpose of identifying discrepancies, issues, trends, or recommendations ensuring data integrity in data management practices.
  • Collaborate with a variety of groups and individuals (e.g. other ISC team members, departments, staff teams from individual school districts, WSIPC, etc.) for the purpose of sharing relevant information, creatively solving problems, making recommendations and identifying opportunities to enhance services.
  • Contribute to a variety of state-side groups and committees (e.g. WSIPC network, data centers, state agencies, professional organizations, user conferences, etc.) for the purpose of representing Capital Region ESD 113 in information management leadership and keeping informed of evolving statutory requirements, regulations, and system functionality.
  • Coordinate installation, maintenance, and other operational technical support with WSIPC or other software partners responsible for installing hardware and software systems for the purpose of providing up-to-date, functional, and highly performing applications to districts.
  • Create training curricula (e.g. tutorials, workshops, labs, ongoing learning opportunities, etc.) for the purpose of ensuring that systemic and related regulatory training needs of district clients are met.
  • Define software application requirements and may champion its development (e.g. use cases, features, etc.) for the purpose of enhancing the functionality of the information management systems.
  • Design, build, and test new or modified modules, features, imports/exports, and reports of the Skyward applications (e.g. screens, custom data fields, application behavior, automated workflows, HTML code, report templates, data mapping for imports, etc.) for the purpose of customizing the application's functionality to meet individual school district practices.
  • Develop a variety of systems tools (e.g. complex data sets, etc.) for the purpose of meeting the analysis and reporting needs of the districts.
  • Facilitate agreement or other resolutions to completing district data management needs for the purpose of ensuring consistent or best practice regional and state data management practices.
  • Fulfill contracted business services (e.g. reports, budget, year-end, human resource, payroll, and accounts payable, etc.) for the purpose of managing operations on behalf of the school district.
  • Mentor and cross-train other team members for the purpose of ensuring high standards of services and ongoing team member support.
  • Monitor a variety of processes and procedures (e.g. district data transmission, district client service needs, etc.) for the purpose of ensuring the effectiveness of district applications and systems while complying with state and federal regulations.
  • Perform a variety of high impact or mission critical business processes authorized by a district client (e.g. entering, updating, executing, reporting, and/or communicating information, etc.) for the purpose of ensuring compliance with district, state, and federal policies and regulations.
  • Plan a variety of projects and programs (e.g. instructional programs, project schedules, etc.) for the purpose of ensuring district programs and projects are successful, and district standards are met.
  • Research a variety of related topics (e.g. discrepancies, future trends, new regulations, etc.) for the purpose of ensuring timeliness and accuracy in district data practices for adherence to policies, procedures, and legal requirements.
  • Train a variety of individuals and groups (e.g. school district personnel, administrative teams, on-site groups, etc.) for the purpose of providing necessary information for the district to make decisions, take appropriate action, and comply with established local, state, and federal reporting applications and regulations.
  • Troubleshoot documents and resolve basic to highly complex district or system-wide software application problems for the purpose of restoring the district's ability to complete their work activities.

  • Assist other personnel as may be required for the purpose of supporting them in the completion of their work activities including but not limited to printing services and other duties as assigned.

Knowledge, Skills and Abilities

KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: general database structures; some knowledge of school district policies and practices; training practices; analysis; spreadsheet functionality; file format language; and school district information management systems.

SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying general codes, policies, regulations, and laws; operating standard office equipment including pertinent software applications; assisting in the planning and managing projects; preparing and maintaining accurate records; performing import and export processes from third party software; and working with WSIPC's software for school districts.

ABILITY is required to schedule a number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and consider a variety of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using a variety of processes. Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 30% sitting, 30% walking, 40% standing. This job is performed in a generally clean and healthy environment.
