Job summary

State of South Carolina is hiring an Eligibility Case Manager in Economic Services to administer SNAP and TANF, conduct interviews, and process renewals. You will manage ABAWD caseloads, maintain accurate case records, and ensure compliance with program rules across county offices.

The role requires a High School Diploma with 3+ years in Economic Services; a Bachelor's Degree can substitute for experience, and a valid SC driver's license with willingness to travel within the state.

Qualifications

Responsibilities

  • Performs SNAP and TANF eligibility responsibilities within Economic Services to support financial stability.
  • Conducts quality interviews via phone or in-person for SNAP/TANF applications and renewals.
  • Processes applications and renewals with accuracy and adheres to program guidelines.
  • Manages ABAWD caseloads, including notices and tracking for eligibility decisions.
  • Maintains case records in the agency system with confidentiality and timely documentation.
  • Identifies overpayments and coordinates with Benefit Integrity Unit for referrals.
  • Performs emergency shelter duties as directed and protects PII and system security.
  • Performs other related duties as required.

Job Duties
  • The Eligibility Case Manager performs duties related to the administration of the SNAP and TANF programs for Economic Services to help restore or improve customer financial stability.
  • Conducts SNAP and/or TANF quality interviews to include both phone and face-to-face interviews for SNAP and/or TANF applications and/or renewals.
  • Processes SNAP and/or TANF applications and/or renewals (annual, six-month, tri-annual), ESAP interim contacts and annual recertifications, changes and alerts by determining eligibility and authorizing benefits if applicable.
  • Manages ABAWD (Able-Bodied Adult without Dependents) caseload by sending required notices, updating ABAWD tracking system, and determining SNAP eligibility for assigned ABAWD cases. Interprets social services programs to clients as needed. Keep abreast of state, federal, and agency program regulations and policies.
  • Processes system generated alerts (SNAP, TANF, ESAP and SCCAP) for county of residence as well as any alerts associated with your caseload.
  • Maintains case records and files in agency designated computer system for documentation and auditing purposes as required by agency policy in a confidential, timely and accurate manner. Documents client work participation activities in agency designated system. Enters timely documentation in SCOSA of events/activities that may affect clients continued eligibility for benefits. Prepares reports as requested by the supervisor or otherwise required and follows program policies and procedures.
  • Identifies and documents over payments and makes at least 3 possible claims referrals to the Benefit Integrity Unit; prepares supporting documents for Fair Hearings. Participates in training and supervisory meetings or staff meetings as required.
  • Performs Red Cross shelter duty or other emergency shelter duty/services as directed.
  • Ensures that personal identifying information (PII) is properly used, accessed, gathered, shared and disposed. To protect the agency networks and applications by safeguarding systems, equipment, and data.
  • Performs other related duties as required.

A High School Diploma and at least three (3) years of experience in Economic Services Programs.

An Bachelor's Degree or higher may be substituted for the required program experience.

A valid drivers license is required. Must be able to travel within the state for the purpose of training and meetings to include overnight travel.
