Job summary

Maryland Department of Juvenile Services (DJS) invites applicants for the Equity Program Manager (Program Manager II) to lead strategic equity initiatives statewide. The role focuses on implementing the Race Equity Framework, reducing disparities, and guiding operational reforms with OEI guidance.

Hybrid telework with statewide travel; bachelor’s degree and seven years of relevant experience required. Leadership of multi‑agency teams and development of capacity-building resources are essential.

Qualifications

• Bachelor’s degree from an accredited college or university.
• Seven (7) years of progressively responsible experience in youth-serving, juvenile justice, or human services programs.
• Experience leading or supporting program, operational, or reform initiatives; coordinating with internal and external partners; and using data to improve outcomes.

Responsibilities

• Directs development, implementation, and evaluation of systemic reform initiatives.
• Evaluates programs, policies, and performance data to mitigate disparities and improve equity.
• Manages comprehensive project plans and coordinates deliverables to translate executive vision into operational steps.
• Develops strategic partnerships with internal divisions and community stakeholders to drive system-wide reform.
• Coordinates inter-agency and family-driven workgroups, committees, and advisory boards.
• Represents OEI as a subject matter expert and provides strategic guidance to agency leadership.
• May supervise staff and provide mentorship in alignment with OEI objectives.
• Develops capacity-building initiatives, toolkits, training modules, and learning resources for equity and restorative practices.
• Analyzes youth justice data with stakeholders to guide strategy and assess impact.
