This position supports the Frederick County Landfill and Recycling Drop-off Center by performing a broad range of technical equipment operation, material processing and customer service duties with moderate independence. The Equipment Operator II - Scrapper independently operates heavy motor equipment and small hand tools to move, process, and transport materials; performs routine equipment inspections and maintenance; and identifies potential mechanical issues requiring escalation. Work at this level involves safely operating commercial hauling vehicles, processing scrap metal, and supporting daily landfill and recycling operations. Direction is received from the Recycling Operations Supervisor and/or Recycling Program Manager.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.

• Knowledge of the potential hazards involved in heavy equipment operations, with ability to effectively implement appropriate safety precautions
• Advanced knowledge of tools, materials and equipment used in general maintenance of heavy equipment and trucks, and ability to perform routine maintenance and repairs
• Knowledge of each individual piece of equipment used, and the ability to operate each of them
• Knowledge of the tools used to perform maintenance and repair
• Knowledge of how to safely operate heavy equipment
• Knowledge of cleaning chemicals
• Skilled in the use of hand and power tools
• Effective spoken and written (English) communication skills, with ability to properly complete forms/reports
• Ability to recognize mechanical flaws in equipment and vehicle performance in order to arrange prompt repairs and avoid safety hazards

• Ability to maintain County Authorized Driver privileges

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

• While working in this position, the employee is required to constantly walk, stoop/kneel/crouch, lift up to and 50 pounds, push up to 40 pounds, pull up to 40 pounds, reach and perform repetitive motions; frequently sit, climb/ascend/descend, lift over 50 pounds, push over 40 pounds, pull over 40 pounds, and drive; and occasionally crawl

• While working in this position, the employee is required to constantly work outdoors, walk on uneven ground, in hot (above 100 degrees) and cold (under 32 degree) temperatures, in dirty/dusty/noisy environments, near machinery and protective equipment required; occasionally works indoors, at heights, and near chemicals or fumes

• Working conditions may include exposure to allergens, dust and fumes found in refuse, recyclable materials and yard waste.

• Employees in this classification are designated as Essential. An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours
• Available on-call for emergencies and special situations
• Available for varied workdays, as scheduled, during usual Landfill operating hours (Monday - Saturday)
• This position is considered essential personnel in the event of inclement weather or other emergencies
• This position is subject to random drug testing
