In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0260 Series.
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of principles, concepts and methods of federal equal employment opportunity and federal and DoW personnel programs and systems sufficient to develop broad guidelines and regulations or conduct projects to resolve complex systematic problems of broad scope across the Department of the Air Force in support of DoW-wide equal opportunity. Expert knowledge of, and skill in applying the principles, methods, and techniques of consulting sufficient to advise senior leaders and managers at all levels in identifying institutional barriers to equal employment opportunity for and to assist them in planning and carrying out affirmative action directives and strategies. Comprehensive knowledge of Congressional, Executive Branch, DoW, and DAF organizational structures and functions, including the nature of their missions, goals, objectives, and priorities; and the composition of the relevant workforce eligible for DAF EO services. Thorough knowledge of federal laws, executive orders, the National Defense Strategy (NDS), and DoW and DAF priorities for the advancement of equal opportunity.
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
