Job summary

State of South Carolina is seeking a seasoned Hazard Mitigation professional to support state and local applicants pursuing federal grant funding (HMA programs such as BRIC and HMGP).

You will conduct briefings, review applications, provide technical assistance for compliance, and help prepare recommendations for action by others. The role includes training, reviews of subgrantee payments, and coordination with staff on mitigation projects.

Qualifications

• Bachelor’s degree required.
• Experience in mitigation, grants, or project management preferred.
• SC-CEM certification preferred or willingness to obtain within three years.

Responsibilities

• Provides assistance to state and local applicants pursuing hazard mitigation grant funding through HMA programs including BRIC and HMGP.
• Conducts briefings and meetings with potential mitigation applicants; accepts and reviews applications.
• Provides technical assistance to support compliance and technical merit; and prepares recommendations for action by others.
• Ensures accurate and timely submission of applications and documentation in required systems and databases.
• Provides mitigation training and information sessions.
• Reviews payment/reimbursement to subgrantees based on approved project schedule, progress, and work completed.
• Creates and maintains financial reconciliation for assigned projects.
• Monitors subgrantee compliance and answers inquiries regarding policies, regulations, and other state and federal requirements.
• Reviews project budgets, quarterly reports, deadlines, and other compliance activities.
• Coordinates with other staff regarding mitigation projects and plans as needed and performs other mitigation-related duties as assigned.
• Coordinates with staff regarding mitigation projects as needed.
• Serves in the State Emergency Operations Center or in an affected area during actual emergencies and during exercises and drills.
• Performs duties under the supervision of a Hazard Mitigation Coordinator.

Conducts briefings and meetings with potential mitigation applicants; accepts and reviews applications; provides technical assistance to support compliance and technical merit; and prepares recommendations for action by others. Ensures accurate and timely submission of applications and documentation in required systems and databases. Provides mitigation training and information sessions. Reviews payment/reimbursement to subgrantees based on approved project schedule, progress, and work completed. Creates and maintains financial reconciliation for assigned projects. Monitors subgrantee compliance and answers inquiries regarding policies, regulations, and other state and federal requirements. Conducts post-completion compliance inspections and resolves routine issues and problems. Provides regular updates and reports regarding project status. Reviews project budgets, quarterly reports, deadlines, and other compliance activities. Coordinates with other staff regarding mitigation projects and plans as needed and performs other mitigation-related duties as assigned. Serves in the State Emergency Operations Center or in an affected area during actual emergencies and during exercises and drills. Performs duties under the supervision of a Hazard Mitigation Coordinator.
