Job summary

State of Florida Department of Environmental Protection is seeking an Environmental Specialist I in Jacksonville to support potable water compliance and inspection activities. This position contributes to regulatory compliance and engages in data entry into agency systems for accurate record-keeping.

Qualifications

• Knowledge of the terminology, principles and analytical techniques of the environmental or natural sciences.
• Knowledge of data collection and analysis principles and procedures.
• Ability to collect, evaluate, analyze and interpret scientific or technical reports and supporting documentation.
• Ability to prepare technical reports.
• Ability to use a personal computer and Microsoft Office Suite.
• Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.
• Ability to determine work priorities and ensure proper completion of work assignments.
• Ability to work independently.
• Ability to communicate effectively and professionally, both verbally and in writing.
• Ability to establish and maintain effective working relationships with co-workers and leadership.

Responsibilities

• Conducts and documents compliance assistance and inspection activities for potable water facilities pursuant to rules and statutory requirements.
• Reviews permits for assigned facilities and conducts inspections for compliance and conditions of issued permits.
• Assists and advises owners/operators with compliance issues as appropriate.
• Investigates assigned complaints. Recommends compliance and enforcement actions as appropriate.
• Drafts basic compliance and enforcement documents such as compliance assistance offer letters, warning letters, notice of violations, consent orders and model documents.
• Responsible for the accurate and timely entry of required data and system information into agency databases and Oculus.
• Assists with outreach and compliance assistance to owners and operators as needed.
• Participates in training activities as required.
• Performs related work as required by supervisor.
