Job summary

City of Federal Way is seeking a seasoned Environmental Services Division administrator to oversee solid waste, recycling, and yard waste contracts, plus related grants and vendors. You will manage performance reviews, resolve ratepayer issues, and coordinate with staff on improvements and compliance.

The role requires a bachelor’s degree and five years of progressive contract administration and grant experience; familiarity with King County/ Ecology programs is a plus.

Qualifications

• Bachelor’s degree in business administration, public administration, environmental studies, recreation management, municipal planning or related field.
• Five (5) years progressively responsible experience in contract administration, procurement, grant management and related work.

Responsibilities

• Administer solid waste, recycling, and yard waste collection franchise and other contracts.
• Conduct contract performance reviews and resolve customer complaints.
• Coordinate grants applications, reporting, and budgets with city staff and grantors.
• Track service metrics, analyze data and propose action plans to improve outcomes.
• Procure services and materials, ensuring compliance with city and grant requirements.
• Prepare contract amendments and plan for future contracts and procure vendors as needed.
• Support ratepayer communications and advocacy in alignment with franchise terms.
