Job summary

Pima County Department of Environmental Quality in Tucson, AZ is seeking an Environmental Planner to support moderately complex environmental planning and the rulemaking process. You will draft concise rule language and coordinate public processes, while applying environmental rules and SOPs across programs.

The role emphasizes QA oversight, data validation, and collaboration with stakeholders to ensure compliant and effective environmental regulations.

Qualifications

• Bachelor’s degree in environmental science, biology, engineering or related field and four years of professional-level experience.
• Experience in research, evaluation or interpretation of environmental regulations for rulemaking.
• Experience communicating rule changes and coordinating public meetings/hearings.

Responsibilities

• Manage and supervise field operations for environmental monitoring programs.
• Lead environmental planning and regulatory rulemaking processes to ensure compliance with laws.
• Interpret EPA QA requirements and apply them to organizational practices.
• Implement QA systems (QAPPs, SOPs, QMPs) to ensure data quality.
• Conduct data validation, Level II reviews, and audits to ensure data usability.
• Coordinate with stakeholders and public water systems to facilitate rulemaking and access to resources.
• Oversee budgeting, procurement, and training to support QA practices.
• Perform regulatory reviews and field inspections to protect public health.
