Job summary

ALL4 is seeking a Regulatory Specialist to join our Bellingham, WA office. You will prepare and process regulatory permits, oversee habitat restoration, coordinate with clients, and manage project teams to deliver on time and within budget.

You will bring strong knowledge of federal and state water and biological resource regulations, excellent judgment, and proven project management skills to support agency communications and ensure compliant outcomes across multiple projects.

Qualifications

• Environmental/science degree or equivalent with 5–15 years of environmental consulting or Washington project experience.
• Strong knowledge of SEPA, Clean Water Act Sections 401/404, USACE permitting, WDFW permitting, and Shorelines permitting.
• Excellent communication and interpersonal skills with document production ability (Word/Excel) and technical writing.
• Established relationships with regulatory agencies and ability to coordinate with clients and multidisciplinary teams.

Responsibilities

• Prepare, coordinate, and manage permit applications and approvals.
• Coordinate with regulatory agencies and clients to respond to comments and negotiate permit conditions.
• Plan, manage, and execute project tasks, including proposals, budgets, and schedules.
• Mentor staff and ensure project profitability and adherence to ALL4 standards.
