Job summary

The North Carolina Department of Environmental Quality (DEQ) is seeking an Environmental Program Consultant (NS) to support OCI infrastructure projects across divisions. The role focuses on 401/Buffer programs, NPDES and discharge permits, and coordinating with developers, local authorities, and the public.

The position is located in the Fayetteville Regional Office but may cover adjacent regions as needed.

Qualifications

Master’s degree in environmental/agricultural/engineering or related field and three years of related experience.

Responsibilities

Supports regulatory permitting and approval tasks for OCI infrastructure projects across all Division programs.
Evaluates and processes 401 Water Quality Certification, stream determinations, and riparian buffer authorization requests.
Reviews and processes NPDES, Non-Discharge, and Fast Track Sewer Collection System permit applications; assesses facility and site conditions.
Guides applicants through the NPDES permit process and evaluates projects for conformance to approved designs.
Coordinates inquiries concerning permit applications from developers, local officials, industrial contacts, consultants, and the public.
Provides technical assistance and training to new or inexperienced staff or permittees.
Supports other DWR permitting programs as needed and responds to complaints and environmental incidents.
