Job summary

The State of North Carolina's Department of Environmental Quality (DEQ) is seeking a qualified professional to manage the Underground Storage Tank Express Permit program in Wake County. The role will also support the UST Engineers Group, handling pre-installation and post-installation reviews and permit holds with a focus on expedited processing and coordination.

Qualifications

• Bachelor's degree in agricultural, biological, engineering, environmental or natural resource sciences or closely related curriculum and two years of related experience.
• Equivalent combination of education and experience may qualify.

Responsibilities

• Manage the UST Express Permit program for UST installation and replacement applications submitted for expedited review.
• Conduct cursory reviews and database entry for tank system installation applications; track projects and permit holds; communicate with stakeholders; supervise staff; review and approve emergency piping, piping-only, and compatibility installations.
• Oversee all aspects of the UST Operator Training Program, including classroom and online training, system updates, stakeholder coordination, and compliance tracking; provide technical support and respond to information requests.
• Assist with rulemaking by coordinating public hearings, preparing rule text and materials, engaging stakeholders, and updating guidance, procedures, forms, and web content.
• Provide administrative and programmatic support to the UST Permits and Inspections Branch Head, including scheduling meetings and performing other duties.
