Job summary

Texas Commission on Environmental Quality seeks an experienced Environmental Permit Specialist to review pretreatment programs, conduct on-site audits, and prepare permit documents within the Water Quality Division. The role emphasizes regulatory compliance, analytical assessment, and collaboration with stakeholders.

Qualified candidates hold a related bachelor's degree and two years of permitting experience; advanced degrees can substitute for portions of this requirement.

Qualifications

  • Experience with pretreatment regulations or in an approved municipal pretreatment program.
  • Bachelor’s degree from an accredited college or university in engineering, physical science, environmental science, or a related field, plus two years of full-time experience in environmental permitting or control activities.
  • Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.
  • Master's degree may substitute for one year; Doctoral degree may substitute for two years.

Responsibilities

  • Review and evaluate moderately-complex Texas Pollutant Discharge Elimination System (TPDES) pretreatment programs and participate in related activities.
  • Prepare, conduct, and document on-site audits of pretreatment programs for compliance with TPDES permit requirements.
  • Review and evaluate pretreatment program modifications for compliance and incorporate results into permits.
  • Prepare pretreatment sections of routine to moderately-complex TPDES permits.
  • Participate in resolutions of contested permit applications and prepare expert testimony for public hearings.
