This position supervises staff within the Community Sanitation operating section of the Environmental Health Bureau. The incumbent is also required to serve in the Incident Command Structure (ICS) as assigned.
Essential Functions and Responsibilities:
- Controls program operations, including work priorities for staff, to ensure objectives and standards are established, attained, and congruent with Bureau and Department goals.
- Plans, organizes, assigns, trains, and directs the work of community sanitation staff.
- Ensures compliance with City rules and regulations via administrative fines or court procedures.
- Processes and closes out Citizen Service Bureau (CSB) complaints.
- Approves payroll documents: time sheets, vacation, comp. time and sick leave.
- Develops program performance evaluation standards and procedures that inform subordinate staff performance expectations and benchmarks.
- Reviews and compares work performance and products of subordinate staff with established standards to determine employee production and training needs, and to determine recommendations for appropriate personnel actions, including promotions, disciplinary measures, status changes, separations, and grievance dispositions.
- Trains subordinate staff in the work principles, policies, and procedures to maintain and improve the production levels in accordance with established performance standards.
- Provides technical assistance to subordinate employees, as needed.
- Counsels subordinate staff to exchange information, explain work policies, procedures, and guidelines; identify work-related problems and impact; and formulate possible solutions.
- Addresses and resolves informal subordinate employee problems and concerns.
- Determines staff, material, and equipment needs for programs managed, including the initiation of the hiring process (i.e., interviewing applicants, recommending hires, transfers, or promotions, etc.).
- Collaborates with managers, supervisors, and staff to capture data and prepare reports.
- Conducts site/field inspections, as needed.
- Coordinates with other managers and supervisors as needed to achieve department goals.
- Attends and performs IC duties (when needed).
- Supports and supplements the services performed by staff under the incumbent’s supervision, including:
- The ability to fully inspect buildings, alleys, swimming pools, and potentially hazardous areas for violations by walking throughout the interior and exterior of buildings, going up and down stairs, walking through grass, rocks, and debris.
- The ability to use equipment in the field, such as hand-held or laptop computers and mobile devices. Must be able to type data into a computer and print reports and be able to communicate using a city-issued mobile phone. Uses other assorted equipment such as sound meters, swimming pool test kits, and Temp-scribe.
- Maintains current knowledge of City ordinances and safety procedures. Must be able to communicate these regulations and/or procedures and educate the public and property owners on violations.
- Ability to respond to emergency situations such as bioterrorism, hazardous material spills. May be required to work long hours or unscheduled hours in emergency situations.
- Ability to work with and communicate with other agency personnel in the city, state, and federal government. Able to participate in NIMS and the National Incident Command systems.
- Ability to drive throughout the City to locations for inspections or in response to emergency situations.
Knowledge, Skills, and Abilities:
- Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
- Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer and a vehicle, and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as violation notices, court cases, deed requests, plat books, street guides, city ordinances and routine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages; perform basic algebra.
- Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
- Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to disease and irate individuals poses a very limited risk of injury.
- Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work. Tasks may involve extended periods of visual concentration at a keyboard or workstation.
- Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job-related objects, materials and tasks.
Qualifications
Bachelor’s degree in Public Health, Environmental Health, or a Physical Science discipline; OR four years of professional experience working in Environmental Health or Public Health. OR an equivalent combination of education, training, and experience.
Preference: Previous supervisory experience.
Certification:
Successful candidates must pass the National Environmental Health Association Examination to be Certified as a Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS) after 12 months of employment.
License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.
City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
