Human Resources Specialists in the Benefits section of the Department of Personnel assist and support the administration of a comprehensive employee benefits program for the City of St. Louis. This position is responsible for providing assistance with and/or interpretation of City benefits policies and procedures to operating departments and divisions as well as interacting with the public and City employees at all levels.
Essential Functions and Responsibilities
City and Police New Hire Benefits Onboarding
- Annual update process of Benefits enrollment booklets including obtaining feedback and insight for the pieces selected for the different insurance programs and program educational pieces to be included.
- Responsible for the ongoing review and up keeping of benefits content for the City website; responsible for creating new pages of content.
- Conduct benefits onboarding presentations for the City and the Police ,and other presentations that may be requested.
- Responsible for creating and updating enrollment forms and other forms as needed.
- Responsible for following up on missing data and processing new benefits enrollment.
- Ensure that benefits onboarding materials are current and in stock.
- Collaborate internally and externally to identify and resolve enrollment system issues.
- Gain a strong domain of the systems in use to complete the essential functions of the job and any additional systems as required.
- Responsible for reconciliation of bi-weekly insurance vendor payment files. Analyze issues in the process of reviewing the enrolled membership.
- Review and identify potential system issues within data pay files for all plans.
- Finalize self-billing for each benefit plan for each pay period. The City payroll and benefit deductions take place on a bi-weekly basis.
Customer Experience
- Resolve issues for employees as it pertains to their insurance plans.
- Ability to enforce policy for benefits plans without creating friction by providing our clients with accurate information.
- Follow up with members within 24 hours and as needed.
- Document relevant member interactions to member benefit files.
Operational, day-to-day
- Assist with mail runs.
- Assist with keeping up reorganization of materials and other office elements.
- Assist with items that must be hand-delivered to other City locations.
- Lead and organize benefits activities for members such as benefit fairs and focus groups.
- Conduct data audits as requested.
- Assist with Comptroller's Office processes, like purchase orders and receipts.
- Take the initiative to help other teammates with anything necessary.
- Take the initiative to learn the benefit plans, ask questions, and to collaborate with knowledge learned.
Performs other duties as assigned.
Knowledge, Skills and Abilities
- Customer service ability: Persist in courtesy and information to the members until their inquiry/request is satisfied. White glove service approach and low-key demeanor to diffuse escalated customers.
- System oriented: Accurate data entry; perform reporting and quality controls of team’s data entry. Conduct membership audits frequently. Ability to persist to find a general root cause for problems and work together with the supervisor to see the resolution through.
- Initiative: Look for issues and patterns of issues and engage conversations towards a permanent issue prevention with supervisor; follow supervisor’s lead to work through the necessary logistics and establishment of protocols.
- Public Speaking: Ability to stand before a group to discuss a process or benefit plans for an open discussion on any issues.
- Listening: Ability to truly listen to others and absorb the messaging details; restate problems and formulate solutions within framed compliance protocols.
- Knowledge: Desire and ability to learn the benefit plans to be explained in ordinary words to non-subject matter experts with care and humility.
- Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
- Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers and the public, on how to apply policies, procedures and standards to specific situations.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate a variety of office equipment such as computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier.
- Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as job descriptions, classification specifications, training materials, employee performance standards, computer software manuals, employment agreements, contracts, insurance documents, billing statements, job vacancy announcements, statutes, procedures, guidelines and non-routine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, division; interpret and develop descriptive statistical reports.
- Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
- Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to disease and irate individuals poses a very limited risk of injury.
- Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds to conduct training and examination activities.
Qualifications
A Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field; plus two years of professional Human Resources experience with benefits programs. OR an equivalent combination of education, training, and experience.

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.
City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
