Under general supervision, conducts inspections for on-site sewage facilities, retail food establishments, and public swimming pools.
Investigates alleged violations of local ordinances and State law related to environment and public health nuisances.
Responsibilities include:
- Regulation of on-site sewage facilities, including pre-permit site consultation, permit review for compliance with Texas Commission on Environmental Quality (TCEQ) regulations, and final inspections.
- Inspection of retail food establishments, sewage disposal systems, schools, pools, water and on-site sewage facilities, and mobile home parks to enforce health and nuisance codes and issue permits.
- Investigation of alleged violations of laws, ordinances, or codes related to environmental health and public nuisances.
- Preparation of written reports on inspection findings and violations.
- Investigation of citizen complaints, identification of property owners, and notification of violations, including enforcement actions such as citations and fines.
- Research legal issues to assist in ordinance amendments, liens, and prosecutions.
- Participation in staff meetings, educational sessions, and committees.
- Investigation of complaints regarding water quality, fuel spills, and hazardous materials, reporting violations to TCEQ.
- Adherence to personnel, safety, and departmental rules.
- Communication of work activities to supervisors and collaboration with colleagues.
- Performing other duties as assigned.
Minimum qualifications:
- Bachelor's degree with at least 30 semester hours in basic or applied science.
- Must obtain registration as a Registered Sanitarian in Texas within two years.
- Must obtain Designated Representative Certification from TCEQ within one year.
- Valid driver’s license and compliant driving record.
Knowledge, Skills, and Abilities:
- Knowledge of environmental sanitation principles, disease transmission, laws, and public health structures.
- Ability to recognize hazardous conditions and enforce codes impartially.
- Strong public relations and educational skills.
- Excellent English communication skills; bilingual skills preferred.
- Basic computer skills, including WordPerfect or Word.
- Ability to follow directives, work under pressure, handle multiple tasks, and maintain professionalism.
- Ability to interpret ordinances, codes, and procedures.
Physical Abilities:
- Ability to type, see, hear, speak, and write.
- Capability to lift up to 25 lbs., work in various environments, and handle adverse conditions.
