Job summary

Maryland Department of the Environment (MDE) is seeking a Supervisory Environmental Compliance Specialist to lead the Baltimore Region within the Lead Compliance and Enforcement Division. The role includes mentoring staff, conducting inspections, reviewing enforcement actions, and coordinating investigations related to elevated blood lead levels.

The position requires guiding a team, ensuring compliance with state and federal laws, and producing regular program reports for the Division Chief.

Main Purpose of Job

This is a supervisory position within the Lead Poisoning Prevention Program (LPPP), under the Lead Compliance and Enforcement Division of the Land and Materials Administration. As the Section Head of the Baltimore Region, primary responsibilities are to supervise, lead, train, and mentor a team of Environmental Compliance Specialists (ECS) to ensure compliance with State and federal environmental laws and regulations. Also, review and approve lead enforcement cases submitted by ECS team members prior to submission to the Division Chief for further review or resolution, and support the performance of Environmental Investigations and assign ECS team members to assist with investigations involving children diagnosed with elevated blood lead levels.

The working conditions, physical demands, and safety requirements associated with this position: Field inspections are conducted in residential properties across the state/assigned area in all weather conditions, primarily in urban settings with properties in various stages of repair. The work involves potential exposure to hazardous conditions that may result in injury. Nitric acid is used as a preservative when collecting water samples, if necessary. Potential low-level radiation exposure exists due to testing instruments equipped with radioactive sources for lead-in-paint testing.

Position requires special physical demands, including lifting 50 pounds or more and climbing ladders. Inspections include commercial and public buildings, as well as construction projects with steel structures (such as bridges or elevated storage tanks) that require ladder climbing to access work areas. Standard protective equipment includes goggles, gloves, and masks. Hard hats are required during lead abatement inspections on construction sites. Impervious gloves are required when handling nitric acid. Half-face air-purifying respirators and protective foot booties may be required during lead abatement project inspections.

This incumbent in this position will be required to drive a State vehicle. Driver’s License: A valid driver’s license with no more than five points is required to operate a State vehicle.

Out-of-State Licences: If you hold an out-of-state licence, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.

POSITION DUTIES

• Inspections & Staff Guidance Conducts site inspections and trains Environmental Compliance Specialists in investigative techniques, inspection procedures, and appropriate consultation or negotiation with regulated entities. Testifies at hearings as needed.
• Enforcement & Case Review Review files and proposals from staff regarding enforcement actions and case dispositions. Approves site complaint referrals, notices of non-compliance, administrative complaints/orders, or closure recommendations prior to forwarding them to the Division Chief.
• Correspondence Drafts correspondence and comments responding to legislative, departmental, or administrative inquiries, as well as communications to regulated entities, collaborating agencies, and the public.
• Program Oversight & Reporting Periodically reviews approved protocols to ensure program alignment. Oversee the Lead Compliance and Enforcement Division (Baltimore Region Section) Specialists managing environmental cases for individuals with blood lead levels meeting CDC reference thresholds in partner jurisdictions. Generates monthly and quarterly reports for the Division Chief and Medical Case Manager.
• Personnel Management Full supervisory authority including hiring, reclassification plans, professional development, leave and timesheet approval, and disciplinary actions. Responsible for managing the PEP performance appraisal process accurately and on time.

MINIMUM QUALIFICATIONS

Applicants must satisfy the minimum qualifications to be considered for this position and move forward in the hiring process. Experience: Eight years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

Notes:

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance for four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and four years of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

• Three years of experience as a lead paint inspector and accreditation as a lead paint risk assessor.
• One year of experience in a lead or supervisory role managing an environmental compliance staff.
• Knowledge of and experience with environmental enforcement procedures for administrative, civil, or criminal enforcement actions.
• Experience performing or overseeing risk reduction inspections, lead-based paint inspections, risk assessments, or environmental investigations.
• Experience using databases or information systems to research and document regulatory compliance, inspection, and enforcement history.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

• Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's licence valid in the State of Maryland.
• Employees in this classification may be required to obtain and maintain certification or licence in the designated environmental compliance area.
